<br />The State is divided into nine Homeland $ecurity (HLS) Regions which differ ln geography (marine to
<br />desert), major industry (large business to agricultural), and population (dense urban setiings io rurali, Each
<br />region develops projects lo address their specific risks and hazards which sustain previously built
<br />capabilities or to close identifiod gaps.
<br />The HLS Regions have identified several key projects that eustain the core capabilities of Community
<br />Resilience, lntelligence & lnformation $haring, lnterdiction & Disruption, Mass Care Services, MaEe Search
<br />& Rescue Operations, On*scene Security, Protection, & Law Enforoement, Operational Gommunication,
<br />Operational Coordination, Planning, Pubtic lnformation & Warning, and $creening, Search & Protection,

<br />deliver capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism.
<br />As communicated in the SPR, capability gaps have been identified in:
<br />Gommunity Reslllence:
<br />(f ) 1-here is a large segment of the population that has not taken action to prepare for emergencies.
<br />(2) There is a need to collaborate with and build capacity in CERT.
<br />(3) There is a need for staffing to meet public outreach needs.
<br />I ntelligence & I nformation $haring:
<br />(1) Local funding for sustainment of intelligence analysts continues to be a challenge,
<br />I nterdiction & Disruption:
<br />(1) There is a need io replace expiring and upgrade law enforcement equipmeni,
<br />iZi f'nere is a lack of developed policies, plans, procedures, mutual aid agreements, strategies, and other
<br />publications, including the collection and analysis of intelligence and information,

<br />Mass Care $ervlcEs:
<br />(1) Local responders lack the necessary equipmenU supplies to support mass 6are site locations services
<br />durlng disaster conditions.
<br />Masa Search & Rescue Operations:
<br />{1) There is a need for equipment and supplies for rescue services (structural collapse).
<br />(2) There are criticaljob vacancies expected for Structural Collapse and Heavy Rescue Technicians,
<br />igi fhere is-a need foi dquipment to conduCt search and iescuii efforts.
<br />On'rcene Security, Protection, & Law Enforcement:
<br />(1) There is a need to replace expiring and upgrade law snforcement equipment,
<br />(2) There is a need for equipment, supplies, and systems for response personnel.
<br />O perationa I Gornmunication:
<br />(1) There is a need for operatlonalcomrnunication equipment,
<br />(2) There is a lack of emergency backup communications,
<br />(3) There is a need to coordinate the acquisition and deployment of communications equipment, personnel,
<br />and resources to establish temporary communisation capabilities.
<br />Operational Coordi nation :
<br />(1) There is a lack of adequate EOG staffing.
<br />(2) EOCs rreed adequate numbers of phones, multifunction copy/scan/prinUfax devices, copiers, oomputers.
<br />(3) There is a need for integrated training and exercises to facilitaie unified cornmand operations,
<br />(4) There is a need for making information easily accessible in an EOC.
<br />Planning:
<br />(1) There is a need to evaluate and update plans.
<br />(2) Planning concepts and efforts need to be better coordinated.
