This <br />requirement only applies to training courses and does not include attendance at conferences, <br />Furthermore, additionalfederal approvals are required for courses that relate to Countering Violent <br />Extremism. <br />5. For SHSP and UASI, $ubrecipients are required to complete the annual Nationwide Cybersecurity <br />Review (NCSR) https://www.cisecuritv.oro/ms-isac/seryiceqlncsr to benehmark and measure <br />progress of improvement in their cybersecurity posture. However, if the Subrecipient receives State <br />and Local Cybersecurity (SLCGP) funding, they do not have to report completion under SHSP and/or <br />UASI but only under SLCGP. <br />6, Except for an elevated National Terrorism Advisory System alert, gglgg written approval is required <br />before SHSP and UASI funds may be used for operational overtime. Requests must be submitted to <br />the Department Key Personnel in advance of the expenditure to ensure ail additional approval steps <br />can be met. <br />7. To gather data for the required FEMA deliverables (i.e., $takeholder Preparedness Review [SPR], <br />Threat Hazard ldentification and Risk Assessment [THIRA]), EMD is piloting a three-year County <br />Emergency Preparedness Assessment (CEPA) process with workshops, occurring in a third of the <br />39 counties each calendar year 2A24-2026. SHSP Subrecipient must participate in a CEPA workshop <br />located in their county and in any follow-on data calls to receive SHSP funding. <br />8. UA$l Subrecipients shall participate in the annual UASI $PR and THIRA process. <br />DH$ TERMS AND CONOITIONS <br />As a subrecipient of 24HSGP funding, the $ubrecipient shall comply with all applicable DH$ terms and <br />conditions of the Z4HSGP Award Letter and its incorporated documents for the Grant, which are <br />incorporated in and made a part of this Agreement as Attachment C, <br />DHS.FEMA-HSGP.SHSP-FY24 Page 12 of48 Kittitas County, E25-224
