Attachment D- <br />Klttitas County horiff's Office <br />SI-1 P NPA Community Preparedness & Resillence (OP&R) <br />Community organizations are the backbone of American civic life, providing essential services especially to <br />underserved communities. In the aftermath of a terrorist Incident, they must have the capability to withstand <br />acts of terrorism while continuing to provide services. These responding, often the fiat on the scene after a <br />terrorist attack, need the capability to aid their fellow citizens ensuring community resilience. <br />Washington has identified four key investments to enhance the Community Preparedness & Resilience NPA <br />addressing the core capabilities of Community Resilience (CR), Public Information & Warning (PI&W), and <br />Intelligence & Information Sharing (I&IS). The gaps from the SPR that will be addressed are: <br />1. (CR) Thera is a need to collaborate with and build capacity In Community Emergency Response Teams <br />(CERT). <br />. (OR) There Is a need to establish, train, and maintain CERT and Teen CERT, with a focus on historically <br />undeserved communities. <br />3. (PI&W) There is a need for funding for Mass Notification Systems. <br />4. (I&iS) There Is a need for planning efforts that would identify critical objectives to provide a complete and <br />integrated picture of the sequence and scope of the tasks to achieve the goals. <br />5. (I IS) There Is a lack of training on plans. <br />5. (1&18) There is a lack of exercising on plans. <br />NATIONAL. K.iC)lEO <br />NPP #1 SHSP NPA CP&Rr Eastern WA rase Notification (HL.SR7 & 118) <br />This project will fund (1) the service contract for the HL.S Region 7 Public Alert and Warning Systems for <br />Chelan, Grant, Douglas, Kittitas, and Okanogan counties, () the service contract for the Ht.S Region <br />Mass Emergency Notification system for Benton, Franklin, Kllckitat, Walls Walla, and Yakima Counties and <br />() parsonnel costs to manage the system......_ - <br />State SPR "Approaches for Addressing Capability Gaps and Sustainment Needs:" Identified the funding of <br />mass notification systems as a way to address the Public Information & Warning gap. <br />This project builds on previous CP&R NPA work in support of mass notification systems. During a terrorist <br />went, It is Imperative to quickly and clearly got life-saving information and Instructions to the public. Mass <br />notification system messaging will give out current informmation, tell people what to do to be safe, where to go <br />to be safe, and/or what dangers to look out for. <br />Project partners Include partners throughout HLS Region i (Chelan, Grant, Douglas, Klttitas, and Okanogan <br />Counties), HIS Region 5 (Benton, Franklin, Klickitat, Walla Walla and Yakima Counties)` as well as the <br />general public that receive the messaging. Community engagement through a variety of methods <br />encourages the public to sign up for the services. <br />There are two key challenges to this project: (1) effectively addressing limited English proficiency (L.EP) <br />requirements, and (2) getting the public to sign up for the mass notification alerts. Ways to mitigiate these <br />challenges are to engage the state L,P Program Manager for assistance with leveraging community leaders <br />who are known to those with limited English and seeking out community events and opportunities to educate <br />about the mass notification systems. <br />Project success will be measured by (1) the number of now registrations for the mass notification systems, <br />and (2) through evaluating real time date from annual tests and actual activations to identify the percentage <br />of participants reached and the percentage no longer "In service". <br />A project manager will ensure oversight of grant expenditures throughout the grant life cycle. <br />The project outcome is an Informed public after a terrorist attack. <br />SOLUTION AREA <br />PLANNING ORGANiZATION EQUIPMENT TRAINING EXERCISE TOTAL <br />DH$-F MA-H8GP-8H P•F`l24 Page 44 of 48 Kittitas County, 26-224 <br />
