REET1 vs. REET2 <br />The definition of "capital project" for REET 2 is more restrictive than it is in the REET 1 statute. REET 2 funds <br />are more specifically directed to infrastructure and parks capital projects. (However, note that park lands <br />"acquisition" is not an allowed use for REET 2.) REET 2 omits public facilities such as law enforcement, <br />administration, and courts that were listed within the REET 1 statute. <br />REET 1: RCW: 82.46.010 <br />"Capital project" means those public works projects of a local government for planning, acquisition, <br />construction, reconstruction, repair, replacement, rehabilitation, or improvement of streets; roads; <br />highways; sidewalks; street and road lighting systems; traffic signals; bridges; domestic water systems; <br />storm and sanitary sewer systems; parks; recreational facilities; law enforcement facilities; fire protection <br />facilities; trails; libraries; administrative facilities; judicial facilities; river flood control projects. <br />REET 2: RCW: 82.46.035 <br />Planning, acquisition, construction, reconstruction, repair, replacement, rehabilitation, or improvement <br />of streets, roads, highways, sidewalks, street and road lighting systems, traffic signals, bridges, domestic <br />water systems, storm and sanitary sewer systems.
