KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2025 AGENDA STAFF REPORT <br />AGENDA DATE: February 18, 2025 <br />ACTION REQUESTED: Request to Set a Public Hearing for March 4, 2025, at 2:00 <br />pm, to consider amending the Public Works Fee Schedule. <br />BACKGROUND: Public Works permit fees are established by resolution as <br />codified in KCC 4.16. The Board of County <br />Commissioners adopted the current amendment to the fee <br />schedule by resolution on January 16, 2024. Public Works <br />is requesting to amend the current fee schedule to add the <br />following: <br />Amended Franchise Fee. <br />Public Works receives Franchise Applications for non- <br />exclusive use of County rights -of -way. Franchise <br />agreements have a set term and then expire. Public Works <br />has received requests from franchisee agreement holders to <br />amend existing franchise agreement with the County. An <br />amendment to a franchise requires similar efforts as a new <br />franchise agreement. PW proposes to modify the listed title <br />from "Franchise Fee" to "New Franchise or Amended <br />Franchise Fee". The suggested amount for the amended <br />Franchise Fee is $1,615.00. <br />Road Use Agreement Fee. <br />Public Works has received requests from entities to utilize <br />the public rights -of -way for purposes other than <br />transportation or utility installation. An example includes <br />requests from companies associated with the Film industry <br />to utilize sections of the roadway for short durations. To <br />address cost recovery, a Road Use Agreement fee is <br />proposed. The suggested fee for a Road Use Agreement is <br />$972.00, or the same fee as a Road Closure Request. <br />Roan Water Bank Fee. <br />The Water Resources Program proposes to update water <br />banking fees to incorporate the Roan Bank water rights, <br />which the County is under contract to purchase. Water <br />mitigation from the Roan Bank serves a different area than <br />
