KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: February 18, 2025 <br />ACTION REQUESTED: Request to Approve and Sign an Amendment to Lease <br />with Precision Ag Repair for Airport Property within <br />the Industrial Area at Bowers Field <br />BACKGROUND: On September 1, 2015, Precision Ag Repair entered <br />into a lease for County land located at Bowers Field <br />Airport within the Industrial Area. This Lease is for <br />Lot C-31 of the Bowers Field Airport Binding Site <br />Plan 2nd Amendment. <br />INTERACTION: <br />Per RCW 36.34.180 and the approved lease, the <br />County is required to renegotiate these long-term <br />leases every five years. As of September of 2020, the <br />five-year renegotiation was due. It is unclear the <br />reason this lease was not renegotiated at that time. <br />The lease "Rental Rate Adjustment" referenced a <br />Consumer Price Index (CPI) for re -adjustment (Size <br />Class D under 50,000) which has been discontinued <br />by the U.S. Bureau of Labor Statistics. For continuity <br />with current lease adjustment procedures for the <br />Industrial area, an increase of ten percent (10%) every <br />five years through the Lease term is proposed. All <br />other terms of said lease are effect and are not altered <br />by this Amendment. <br />Public Works; Precision Ag Repair <br />RECOMMENDATION: Approve and Sign an Amendment to Lease with <br />Precision Ag Repair for Airport Property within the <br />Industrial Area at Bowers Field for Lot C-31. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Lease Addendum; Original Lease <br />LEAD STAFF: Josh Fredrickson, Public Works Director <br />
