c) Compost Facility: The County -operated Compost Facility for the delivery and receipt of
<br />Yard Waste under this Agreement is located at the Ellensburg Transfer Station and will be
<br />relocated to the new facility.
<br />d) Construction Debris: Construction Debris consists of concrete, brick masonry, bitumius
<br />concrete, plastic (PVC), reinforcing steel, dimensional wood, plaster (sheet rock), fiberglass
<br />insulation, Appliances (without CFC or freon), composition roofing, roofing paper, metal
<br />roofing, metal fencing, copper, and similar non -hazardous construction, non -paper or textile
<br />materials.
<br />e) Ellensburg Transfer Station: The "Ellensburg Transfer Station" (ETS) is located at 1001
<br />Industrial Way in the southern end of the town of Ellensburg.
<br />f) Inert Demolition Debris Waste (IDDW): "Inert, Demolition, Debris Waste" (IDDW)
<br />means solid and predominantly inert waste resulting from the demolition or razing of
<br />buildings, roads, and other constructed structures. IDDW consist of, but is not limited to,
<br />concrete, brick, bituminous concrete, wood and masonry, composition roofing and roofing
<br />paper, steel and minor amounts of other types of metal, such as copper and iron. Materials
<br />that are likely to produce gasses or a leachate during the decomposition process, and
<br />Asbestos Waste as defined above, are not considered to be demolition waste for the purpose
<br />of this Agreement.
<br />g) Inert Waste: "Inert Waste" means non-combustible, non -dangerous solid wastes that are
<br />likely to retain their physical and chemical attributes and structures under expected
<br />conditions of disposal, including resistance to biological attack and chemical attack from
<br />acidic rain water. WAC 173 -3 04 and 173-351.
<br />h) Medical Waste: "Medical Waste" means unregulated wastes of the following types: (1)
<br />Infectious animal waste, infectious microbiological cultures, and highly communicable
<br />disease waste from certAin viruses; and (2) pathological waste (human tissue), and sharps
<br />waste (needles, syringes, blades, and lancets).
<br />i) Minimum Functional Standards (MFS) for Solid Waste Handling: The term sets the
<br />minimum functional performance standards for the proper handling of all solid waste
<br />materials originating from residences, commercial establishments, or agricultural or
<br />industrial operation or other sources. WAC 173-304.
<br />j) Moderate Risk Waste (MRW): Moderate Risk. Waste means wastes that are hazardous
<br />wastes produced by households, businesses, and institutions, in small quantities. There are
<br />moderate risk waste collection areas at both transfer stations that are operated by the County.
<br />k) Municipal Green Waste (MGW): "Municipal Green Waste" includes yard debris, organic
<br />feedstock, organic materials, and agricultural wastes, but does not include any form of food
<br />waste.
<br />1). Municipal Solid Waste (MSW): "Municipal Solid Waste" means all putrescible and non —
<br />putrescible solid and semisolid wastes and discarded commodities generated by public,
<br />private, industrial, commercial, mining, and agricultural operations.
<br />m) New Ellensburg Transfer Station: The "New Ellensburg Transfer Station" means the
<br />replacement facility to be located on US 97 to the north-west of Ellensburg, approximately
<br />one mile north of the intersection (traffic circle) of.US 97 and University Way, on the east
<br />side of US 97.
