CHAIR COE called for a five minute break at 7 : 43 pm. CHAIR COE <br /> reconvened the hearing at 7 : 48 pm. <br /> CHAIR COE closed public comment . <br /> COMMISSIONER CARLSON moved to approve with recommendation to the <br /> Board of County Commissioners . COMMISSIONER LUNDIN seconded. <br /> Discussion - none . Motion passed 4-0, with one abstention by <br /> Commissioner Deneen. <br /> DOCKET ITEM 2024-12 : CP-24-00003 Flying A Land - This item is a <br /> citizen' s request, CP-24-00003 Flying A Land by Flying A Land <br /> LLC. Flying A Land LLC is proposing to rezone their 9 parcels, <br /> equaling 91 acres, currently zoned Agriculture 5 to Planned Unit <br /> Development to match adjacent properties . The rezone will allow <br /> the current use of the property to be consistent with the zoning <br /> code, as well as allow future expansion of existing uses . <br /> PLANNING MANAGER JAMEY AYLING presented the staff report . A SEPA <br /> review and a determination of non-significance was processed on <br /> this application and there was no mitigation necessary. Public <br /> comments were received and detailed in the staff report <br /> provided. This has been submitted to Department of Commerce, <br /> there have been several conversations, and we have been informed <br /> it is accepted and sufficient . A petition was submitted from the <br /> public with concerns that the rural environment would be <br /> disrupted with construction equipment and traffic and noise <br /> levels . The comments have been addressed and the project has <br /> been updated with a decrease in the proposed number of homes . <br /> CDS Staff recommends approval of this docket item. <br /> CHAIR COE opened public comment discussion. <br /> Laura Hinkle - Applicant Representative - Ms . Hinkle presented <br /> the non-project rezone request . Presentation was provided at the <br /> hearing. She provided background on the property, including the <br /> history and current status . Ms . Hinkle also addressed the <br /> concerns of the public and shared how their rezoning proposal <br /> has resolved those concerns . The concerns regarding the water <br /> system was reduced because the Game Farm water system has <br /> committed to provide the water that will service this rezone, <br /> and based on the number of available connections, this water <br /> system will be able to cover this development . The proposed non- <br /> project rezone size is 91 . 44 acres and is in the rural <br /> residential land use and Agriculture 5 zoning. If this proposal <br /> is approved, they will be required to present a final <br /> development plan through the county. Upon appropriate approval <br /> 2024-11-12 MINUTES 5 <br />
