EXHIBIT A

Kittitas County Public Schools 1/10th of 1% Mental Health Tax Funding Algorithm

The Board of County Commissioners recognize that due to economies of scale, smaller school
districts typically experience higher cost per student. Due to this, school districts with a smaller
student population are allocated a higher per capita funding rate in the following structure.

Base Funding Rate
The base rate is determined by dividing the total funds available as determined by previous year
tax revenue by the total number of public school students in Kittitas County per the Washington
Office of Superintendent of Public Instruction (OSPI) Annual Enrollment Reporting.

Total funds / total Kittitas Count student population = base funding rate

Percentage Driver
The percentage driver adjusts base funding rate based on school district student population per
OSPI.

• School districts with a student population of more than 2,000 receive 80% of the base
rate.
• School districts with a student population between 500 and 2,000 receive 125% of the
base rate.
• School districts with a student population of less than 500 receive 180% of the base rate.
Adjusted Allocation
The adjusted allocation is the total amount allocated for each school district after applying the
percentage driver and then rounding to the next $50 increment.

Total school district population x (base rate x percentage driver) = adjusted allocation

$xxx base rate
District Pop. 80% of base 125% of base 180% of base
Ellensburg $[Amount]
Cle Elum Roslyn $[Amount]
Kittitas $[Amount]
Thorp $[Amount]
Easton $[Amount]
Damman $[Amount]

Total
