7.4 <br />7.5 <br />c.ln the event the Sheriff petitions the Washington State Criminal Justice Training Commission <br />for an extension of the fifteen (15) calendar month time limitation with respect to a particular <br />employee and said extension is granted, then if said employee fails to satisfactorily complete <br />the appropriate basic law enforcement training course, said employee shall be terminated <br />without recourse. <br />Reserve Unit: There shall exist at the option of the Employer a reserve unit of law enforcement <br />reserve deputies to which the provisions of this labor agreement shall not apply. All members of the <br />reserve unit will be specially commissioned Reserve Deputies of this office as defined in RCW <br />10.e3.020(5). <br />A. This unit of law enforcement reserve deputies may be utilized as determined by the <br />Employer, to perform those duties normally performed by bargaining unit personnel only after <br />reasonable effort has been made to offer regular employees the opportunity for work. Use of <br />reserve law enforcement deputies, except for: the duties and details noted below and <br />established by past practice, would be limited to circumstances involving temporary <br />replacement of regular employees in case of vacations, holidays, sickness, schooling, <br />weekend transport when regular deputies are not available, short handedness in personnel, <br />and those circumstances involved in a bona fide emergency as set forth in Section 11'13- <br />B. ln addition to service in times of bona fide emergency and/or inadequate availability of <br />regular employees, the reserve unit may participate in contracted security services at events <br />where these services are established past practice, including the annual national art show <br />and auction of the Western Art Association; the Kittitas County Fair and Rodeo and public <br />events sponsored by the Fair and Rodeo Boards; and other events requiring security officers <br />when the only alternative is contracted private security officers. Reserve deputies may also <br />be utilized for assistance with traffic flow and traffic management at parades. <br />Lateral Deputy: A Lateral Deputy shall be defined as any new lateral hire who has not less than <br />twelve (12) ionsecutive months of full time, compensated law enforcement experience, who <br />successiully completed a probationary period from a recognized law enforcement entity and who <br />has succeisfully completed a course of Basic Law Enforcement Academy Training from the <br />Washington Staie Criminal Justice Training Commission, or from another local, State or Federal Law <br />Enforcement Training program recognized by the WSCJTC, and who has not been separated from <br />full time law enforcement employment for a period of time greater than twenty-four (24) months at <br />the time of application to the Sheriff's Office. <br />A. Candidates who apply for consideration as a of Lateral Deputy, but who do not have training <br />or certification recognized by the Washington State Criminal Justice Training Commission, <br />cannot be considered a lateral hire, as they would by law be required to attend the full <br />WSCJTC BLEA training prior being certified as Peace Officers in Washington State. <br />B. Lateral Deputy Salary: An applicant selected for appointment as a Lateral Deputy who is <br />currently certified as a Peace Officer in Washington State may, at the discretion of the <br />Sheriff, begin working at an initial salary level equivalent to that of a Deputy following one (1) <br />year of service (Step 2) Lateral Deputies who possess additional experience and/or training, <br />may at the discretion of the Sheriff, begin working at an initial salary level equivalent to that <br />of J Deputy following two (2) years of service (Step 3), or as determined by the Sheriff under <br />Appendix C. <br />5
