present that an employee has committed a policy violation or a criminal offense. The scope <br />of recordings reviewed in such an investigation shall be reasonably restricted to the cause of <br />the investigation. <br />C. The Employer may utilize audio/visual recordings in accordance with statutory requirements <br />for training and quality control reviews. Such audits shall not include an imbalanced focus on <br />any specific deputy or deputies. lf, in the course of audit or review of audio/visual recordings, <br />reasonable cause is found for further investigation concerning a specific deputy or deputies, <br />that cause shall be documented and submitted to command staff prior to any broader review <br />of the recordings of the specific deputy or deputies. <br />D. Any supervisor or investigator who reviews audio/visual recordings while investigating <br />potential policy or law violations shall document all recordings reviewed; and a log of all body <br />camera recordings downloaded or viewed will be maintained and available for examination in <br />any grievance or appeal regarding the use of audioivisual recordings. <br />30.5 Assigned Vehicles: Commissioned Deputies shall be issued an appropriate vehicle, as determined <br />by the Sheriff, for their assigned duties. <br />A. Deputies who reside within Kittitas County may take their vehicle home and may check on <br />and off duty from their assigned vehicle at the beginning and end of their shift. <br />At his or her discretion, the Sheriff may authorize Deputies who reside outside of Kittitas <br />County to take their vehicles home. Deputies authorized to take issued vehicles home to <br />residences outside of Kittitas County shall check on-duty from their vehicle inside Kittitas <br />County at the beginning of their scheduled shift and shall check off-duty before leaving <br />Kittitas County. <br />Except when conducting county business, use of issued vehicles while outside of Kittitas <br />County shall be limited to a direct commute to and from the Deputy's residence. While <br />driving an issued vehicle to or from their residence outside of Kittitas County, Deputies <br />should take official action only in serious emergencies or at the request of an outside agency. <br />lf a Deputy engages in official action while driving their issued vehicles to or from their <br />residence while outside of Kittitas County, they shall notify the law enforcement agency with <br />primary jurisdiction immediately and relinquish primary responsibility for the action as soon <br />as reasonably possible. They shall also notify Kittitas County Dispatch as soon as feasible <br />when they begin and end involvement in such out-of-county action. <br />ARTICLE 31 - PERSONNEL FILES <br />31.1 Employees shall have the right to review material in their personnel files maintained in the Sheriffs <br />Office 'during regular business hours. These files contain records related to employment and <br />performance with the Sheriff's Office and may include copies of documents related to pay and <br />benefits. The employee may have a representative of the Union accompany him/her if so desired. <br />Upon request, copies of documents in the personnel file shall be provided to the employee in <br />person. <br />31.2 The personnel file maintained by the Sheriff's Office shall contain periodic evaluation reports that <br />have been completed by Management personnel. Evaluations shall attach supporting documents <br />from the period under consideration, including records required by RCW 40.14.470. <br />26 <br />B <br />c <br />D
