Bowers Field Wildlife Hazard Management Plan <br />4.4.4 Blackbirds. Cowbirds, Crows, and Magpies <br />There is a Depredation Order (50 CFR 21.43) for some species that are present at ELN. <br />A federal permit is not necessary to control red -winged or Brewer's blackbirds, brown - <br />headed cowbirds, American fish and Northwestern crows, and black -billed magpies when <br />concentrated in such numbers and manner that they are a health hazard. When <br />conducting control actions under this Depredation Order, non -lethal methods must have <br />been used prior to employing lethal methods, non -toxic shot must be used (except for air <br />rifles, air pistols, and .22 rimfire firearms), and take must be reported to the USFWS <br />Regional Migratory Bird Permit Office in Portland; OR annually (should be included on <br />the annual migratory bird depredation permit report). <br />4.5 Mammals <br />4.5.1 Game Mammals <br />A state permit is required to control deer and elk, unless there is an immediate threat. <br />The Revised Code of Washington (RCW) 77.36.030 (Trapping or killing wildlife <br />threatening human safety or causing property damage), allows for the take of most <br />wildlife under specific situations. <br />(1) Subject to limitations and conditions established by the commission, the <br />owner, the owner's immediate family member, the owner's documented <br />employee, or a tenant of real property may trap, consistent with RCW <br />77.15.194, or kill wildlife that is threatening human safety or causing property <br />damage on that property, without the licenses required under RCW 77.32.010 <br />or authorization from the director under RCW 77.12.240. <br />(2) The commission shall establish the limitations and conditions of this <br />section by rule. The rules must include: (a) Appropriate protection for <br />threatened or endangered species; (b) Instances when verbal or written <br />permission is required to kill wildlife; (c) Species that may be killed under this <br />section; and (d) Requirements for the disposal of wildlife trapped or killed <br />under this section. <br />Deer and rabbits are game mammals and may need to be managed from time to time. <br />Nonlethal harassment and exclusion are the preferred methods for reducing deer hazards <br />at airports. <br />4.5.2 Furbearers <br />Beaver, bobcat, and fox are considered furbearers, but coyotes are not. Although not <br />expected to be found inside the AOA fence, these species may be removed by firearm, <br />without a permit, but a permit is necessary to use body -gripping traps.
