Washington State Department of Transportation: WSDOT provided comments on the <br />projects proximity to Interstate 90 and potential impact to the development from noise of the <br />essential public facility. <br />19.4.1. Applicant response: "We understand and we thank them for taking the time to comment." <br />19.4.2. Hearing Examiner Finding: Staff provided these comments to the applicant. <br />19.5. Kittitas County Fire Marshal: The Kittitas County Fire Marshal stated all roads must meet <br />the International Fire Codes including Appendix D and stated a permit must be obtained if a gate <br />is to be installed. <br />19.5.1. Applicant response: "The roads have been installed in a manner that meets all applicable <br />codes." <br />19.5.2. Hearing Examiner Finding: Staff has recommended a condition to meet local, state, and <br />federal codes. <br />19.6. Washington State Department of Transportation - Aviation: WSDOT — Aviation stated they <br />have no comments. <br />19.6.1. Confederated Tribes of the Colville Reservation: Confederated Tribes of the Colville <br />Reservation provided comment requesting a cultural resource survey be conducted. <br />19.7.1. Applicant response: "Please refer to the SEPA MDNS (SE-23-00009). No further ground <br />disturbing activities to take place." <br />19.7.2. Hearing Examiner Finding: The associated SEPA conditioned the development to prepare <br />for the inadvertent discovery of cultural resources. The subject property has a history of heavy <br />disturbance from agricultural activities. No further ground disturbing activities are <br />anticipated. <br />19.8. Washington State Department of Archaeology & Historic Preservation: DAHP commented <br />on the high probability of encountering cultural resources and recommended a professional <br />archaeological survey of the project area. <br />19.8.1.
