Bowers Field Wildlife Hazard Management Plan <br />4.7.3 Habitat Conservation <br />USFWS and WDFW are responsible for wildlife conservation and recovery plans. These <br />plans require the identification of critical habitat when it is associated with the significant <br />decline of a species. Habitat alterations and developments may be prohibited in areas <br />where critical habitat has been designated or where such changes could result in the <br />inadvertent take of an endangered species. <br />There is no critical habitat listed on or adjacent to ELN and ELN may participate in <br />discussions that may result in the listing of critical habitat on or near the airport. Per <br />CertAlert 06-07, airport operators must decline to adopt habitat management techniques <br />that jeopardize aviation safety. Adopting plans that create habitat attractive to hazardous <br />wildlife (whether a listed species or not) could place the airport in violation of their grant <br />assurances and/or subject them to an FAA enforcement action and possible civil penalties <br />under 49 U.S.C. 44706, as implemented by 14 CFR 139.337. <br />ELN is not a Part 139 airport, but recognizes Part 139.337 guidance, ACs, and CertAlerts <br />as national best management practices. ELN is also required to meet FAA grant <br />assurances, which require compliance with many Part 139 level policies. ELN may seek <br />assistance from USDA WS prior to consultation with U.S. Army Corps of Engineers, <br />USFWS, or WDFW regarding hazardous wildlife and wildlife habitat issues. <br />4.8 FAA Advisory Circulars and CertAlerts <br />The FAA provides several Advisory Circulars (AC) and CertAlerts to guide and assist <br />airports when dealing with hazardous wildlife issues. Although ELN is not a Part 139 <br />airport, it recognizes the following guidance as best management practices. <br />4.8.1 Advisory Circulars <br />AC 150/5200-33C Hazardous Wildlife Attractants On or Near Airports <br />This AC provides guidance on land uses that may attract hazardous wildlife onto or near <br />airports. <br />AC 150/5200-32B Reporting Wildlife Aircraft Strike <br />This AC discussed the importance of reporting ALL wildlife strikes, how the Feather <br />Identification Lab at the Smithsonian Institute assists with bird identification, and ways to <br />report wildlife strikes. It also explains the importance of reporting strikes and the value <br />of the National Wildlife Strike Database. <br />4-7 <br />31 December 2024 <br />
