This speaks to the phased nature of the development where initial use <br />by irrigation would be phased out as "future" development occurs. Because irrigation is <br />typically the most water intensive use of water on the land, starting with the irrigation <br />quantities on which to base the 600 gpm instantaneous request was reasonable, and any <br />future development could be subsumed within those quantities. <br />The place of use in our amendment was selected after considering: <br />o The place of use noted in the original application materials. <br />o The complexity associated with serving unincorporated areas of the Town of <br />Vantage that straddles both sides of I90. <br />o County GIS maps showing the local water district boundary. We note that a portion <br />of this application could serve this same area, or could provide complementary <br />service in the vicinity. <br />o The local County boundary for areas designed for Limited Ares of More Intense <br />Rural Development. <br />o Local terrain and developable lots. <br />o Local zoning and public/private land use designations. <br />Based on all these criteria, the County's proposal reasonably includes the developable areas <br />in and around the unincorporated Town of Vantage, including the original place of use. <br />With an acknowledgement from Ecology that you have sufficient information to render a decision <br />on our request, the County and the Applicant are prepared to immediately file the required forms <br />and assist Ecology in processing the application and associated water service contract.
