December 23, 2024 <br />Tom Tebb, Director <br />Office of Columbia River (OCR) <br />1250 West Alder Street <br />Union Gap, WA 98903 <br />Re: Technical Assistance on Assignment of Application G4-29290 <br />Dear Tom: <br />We are following up on our technical assistance meeting with additional detail on Kittitas County's <br />proposal to submit an assignment of the subject application from Applicant Joyce Palelek to Kittitas <br />County. Prior to our formal submittal, we wanted to send this letter and ensure you have all the <br />relevant information you need to process this assignment request to an approval. Concurrent with <br />the assignment, we will be requesting an amended place of use of the proposed application to <br />ensure Kittitas County can provide reliable service in this area of the County where we do not <br />currently have mitigation assets. ' <br />As you are aware, Kittitas County has a county -wide goal to ensure that the public has reliable <br />access to minimum quantities of water for public health and safety needs. Additionally, there have <br />been times and locations where the County has believed the private sector has monopolized access <br />to mitigation supplies necessary to mitigate for both Total Water Supply Availability (TWSA) and <br />local senior water right holders. In those instances, the entry of the County into the mitigation <br />market has served the public interest by ensuring that the public has access to multiple options to <br />meet their development needs. This letter outlines our request, the procedural lens we <br />understanding Ecology will evaluate our request through, and the substantive public interest merits <br />of our request. <br />Joint County and Applicant Request <br />Our specific requests are: <br />1. Assign Application G4-29290 from Joyce Palelek to Kittitas County <br />2. Amend the place of use of Application G4-29290 as shown on Figure 1 below: <br />a. from the SE % NE % and the E%2 SE'/ of Section 30 <br />b. to contiguous land inclusive of the E %2 of Section 30, Section 19, and the SE <br />of Section 18 <br />3. Amend the location of two wells proposed for Section 30 to match the place of use as <br />the obstacle of I90 will necessitate having sources on each side of the freeway <br />4. Retain the existing multiple purposes applied for, inclusive of domestic supply, future <br />high density development supply, irrigation, and stockwater purposes <br />
