Whereas' <br />Whereas, <br />Whereas, <br />Whereas, <br />Whereas, <br />Whereas' <br />Whereas, <br />Whereast <br />Whereas, <br />\ilhereas' <br />After due notice the Kittitas County Board of County Commissioners held an <br />open public meeting on November 25fA, 2024, regarding Docket Items 2024-08 <br />for clarification, and 2024'll through 2024'13;and <br />After due notice and publication on the County's official website and in the <br />Ellensburg Daily Recoid onNovember 14tr, 2024 and December stt',2024,the <br />Kittitas Ciunty Board of County Commissioners held the SEPA appeal hearing <br />on Docket liems 2A24-13, public hearings on 2024-11, and 2024'12, md <br />reconsidered Docket Item 2024-08 on December 96,202+ and' <br />At the public hearing on December 9o.,2024, and after deliberation, the Board of <br />County Commissioriers reconsidered Docket ltem 2024-08 and clarified that the <br />3-0 vote of approval at the Novembet 6h,2024, public hearing was to deny the <br />Planning Commission's recommendation and approve this request as originally <br />presented by staff. <br />Due public notice was issued to all parties of record; and <br />The Kittitas County Board of County Commissioners continued the SEPA appeal <br />public hearing on Docket ltem2024-13 to December 17h,2024;and <br />After due notice and publication on the County's official website and in the <br />Ellensburg Daily Record, the Kittitas County Board of County Commissioners <br />held the SBpa ippeal hearing and public hearing on Docket ltem 2024-13, on <br />December 17h,2024;and <br />At the SEPA Appeal hearing on December 17:fi,2024, and after deliberation, the <br />Board of County Commissioners voted 3-0 to deny the SEPA appeal upholding <br />Kittitas County Community Development Services Department's SEPA <br />mitigated threshold determination regarding Docket Item 2024-13; and <br />At the public hearing on December l7il., 2024, and after deliberation, the Board <br />of counw commissioners voted 3-0 to approve Docket ltem2024-73; and <br />Following the decisions on the docket items on December 176,2024, the Kittitas <br />County B-oard of Commissioners instructed County staff to prepare an ordinance <br />for their signature to adopt changes to the Kittitas County Code and <br />Comprehensive Plan; and <br />The Kittitas County Board of County Commissioners considered enabling <br />documents before the public on January 7h,2025. <br />SECTION II _ BOARD OF COTINTY COMMISSIONERS FINDINGS <br />General Findinqs: <br />The Kittitas County Board of County Commissioners held a public hearing on November 6,2024, <br />December 96,20i4, and December l7m, 2024, to hear testimony and accept written comments <br />2024 Docket Enabling Ordinance <br />Page 4 <br />January 7,2025
