<br />WIIEREAS, on Janusly 24,20?4,the City of Ellensburg, Washington l'eosived a trotice of
<br />intention to coqrmence aunexation proceedings pru:suant to the 'tirect petition" meflrod of RCW
<br />35A.14.120 forparcels 166133, 118133, 118836,278836, 108836,288133,850836' and278133'
<br />as moxe fu]$ ctescribed in Section I of this Ordinancs aud tlepicted in Exhibit A, attached hereto;
<br />and
<br />WIIEREAS, to eliminate sn ndjasent unincorporated island within the City of Ellensburg's
<br />U$an Growth fuea, Community Dev,elopment Staff added two (2) adjacent patcels to the
<br />proposal, These parcel numbers inolude 919333 and 639333; and
<br />IVIIEREAS, on February 5,2024,the Cify Council of the City ofEllensburg Washin$on
<br />lrell a puSlic meeting with the anuexation initiators pursuant to RCW 354.14.120 and detenuined
<br />that flre iuitiators oould ploceed to acquire a 60Vo petition for annexation purzuant to RCW
<br />35A.14.120; and
<br />WHEREAS, at its Febnrary 5,2024,public meeting, the City Counc.il set the annexatiott
<br />aten by adding two (2) additional parcels, 919333 and 639333 to the annexation arca to elimiuate
<br />an adiacent unincorporate.d island with the CiW's Urban Growth Area (UGA); and
<br />WHEREAS, City Counoil further detplmined at the February 5,2024,meeting that the two
<br />(2) added parsels, g19333 and 639333, would receive a Commercial Highway zoning desiguation,
<br />the remainirg eight (8) par.cels subject to annexatiou vtrould be zoned Light Indushial, and all ten
<br />(10) parcels would assunre the annexation area's proportional share of City iritlebtedness; and
<br />WHEREAS' the owtrers ofnot less than 60% in value, accotdiug to the assessedvaluation
<br />for general taxation of the property irereinafter desmibed, signed tJre petition pulsuant to RCW
<br />354.14.120 for the aunpxation of said area to the City of Ellensburg, Washington; and
<br />WIIEREAS, tJre petition for annexation was certified as sufftcient hy the Kittitas Comty
<br />Assessor., on February 23,2OZ4.City staff determined that the petition signaturos have a combined
<br />total assessed value for general taxatiou ofuot less than 60% ofths total assessed value for general
<br />taxatiol of all pr.operty in the proposed aunexation arcao in con4rliance with RCW 354.01,040;
<br />and
