SECTIONI <br />PROCEDTTRAL FINDINGS <br />Whereas, <br />Whereas, <br />Whereas, <br />'Whereas, <br />\Vhereast <br />Whereas, <br />Whereas, <br />Wbereasn <br />Whereas' <br />'Whereast <br />Whereas, <br />Kittitas County opted into the Growth Management Act (GMA), RCW 36.70A' <br />voluntarily on December 27,lgg},through Resolution 90-138; and <br />The Kittitas County GMA Comprehensive Plan was originally adopted on July 26, <br />l996,by theKittitas County Board of County Commissioners; and <br />Kittitas County Code 158.03.030 indicates that any interested persorl including <br />applicants, citizens, county commission and board membetrs, and staff of other <br />agencies may suggest plan or development regulation- amendments for annual <br />c6nsideration bV the fittitas County Planning Commission and Board of County <br />Commissioners; and <br />Kittitas County Code 158.03.030 requires amendments to the comprehensive plan <br />or development regulations that are docketed by June ]Otr _must b.e apprwed or <br />denied UV tfre noard of County Commissioners on or before December 3ls of that <br />same calendar yea4 and <br />Kittitas County Community Development Services docketed a list of suggested <br />changes to Uri fittitas County Code and Comprehensive Plan and made these <br />propisals readily available for review by the public in Communif Development <br />Services and wittrin the County's official website; and <br />Kittitas County filed its overall docket SEPA checklist on August 7,2024, and <br />issued a Determination of Non-significance (DNS) for the annual docket on <br />August 15,z\24,through authority of WAC 197-11-340(2); and <br />Kittitas County submitted its proposed docketed items on September 13n,2024, <br />to the Departrnent of CommercJas required by statute andreceived a letter of <br />receipt on September l7d.,2\24,that the docket proposal had been received and <br />was sent to other agencies for comment; and <br />Comments were received from state agencies and members of the public; and <br />Kittitas County submitted supplemental information on September 27,2024, to <br />the Deparbnent of Commerce and received a letter of receipt on September 30, <br />2024;and, <br />Kittitas County submitted supplemental information and received a letter of <br />receip on October 8,2A24,from the Department of Commerce; and <br />Three individual SEPA checklists for the individual citizen docket requests were <br />all filed prior to June 30, 2024. Kifritas County issued a Mitigated Determination <br />of Non-significance (MDNS) for Docket ltems 2024-11 and Docket # 2024'13 <br />and a Detirmination of Non-significance (DNS) for Docket # 2024-12 through <br />authority of WAC 197-11-340; and <br />2024 Docket Enabling Ordinance <br />Page2 <br />January 712025
