project specific rezone is consistent with Kittitas County Code 15B.03 Amendments to Comprehensive <br />Plan. <br />Prior to considering the rezone application, the Board of County Commissioners opened the <br />SEPA appeal and public hearings on December 9t', 2024, and continued the SEPA appeal and <br />public hearing to December 171, 2024, and denied the SEPA appeal by a 3-0 vote, finding that: <br />I. The rezone of Forest & Range is consistent with the current land use designation Rural <br />Working. <br />II. The Rural Working land use designation allows the Forest Range Zoning district. <br />III. Rezoning this parcel to Forest & Range is not creating inconsistencies or a spot rezone <br />as the land use designation allows for Forest and Range zoning to occur. <br />IV. This parcel is not prime agricultural ground nor is irrigated and is range ground. <br />V. As part of the compliance effort, in 2013 Forest & Range and those permitted uses were <br />reviewed and approved creating consistency between Rural Working land use <br />designations and zoning districts. <br />The Board of County Commissioners held a public hearing on December 171, 2024, to consider <br />Docket Item 2024-13 rezone amendment and approved the request as presented by a 3-0 vote, <br />finding that: <br />I. The Planning Commission recommended approva <br />Commissioners with a vote of 4-1. <br />II. Public testimony was received for this proposal. <br />III. Written testimony for this proposal was received. <br />IV. The change complies with the Growth Management <br />Comprehensive Plan. <br />to the Board of County <br />Act and the objectives of the <br />SECTION III - FINAL DECISION AND SIGNATURES <br />BE IT ORDAINED that the Board of Kittitas County Commissioners, after due deliberation, <br />hereby approves amendments to the Kittitas County Comprehensive Plan and KCC 15B, as <br />shown in Exhibit A. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendments to KCC Title 17.15, as shown in Exhibit B. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendments to the Kittitas County Zoning, as shown in Exhibit C. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendments to KCC 2.56, 12, 14, & 16, as shown in Exhibit D. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendment to KCC 17.08, as shown in Exhibit E. <br />2024 Docket Enabling Ordinance January 7, 2025 <br />Page 9 <br />
