15B.02.030 Consistency. <br />"Consistency means, including but not limited to, compliance, conformity and consistency, and refers to <br />performance in accordance with Kittitas County comprehensive plan and development regulations. (Ord. 98-10 <br />(part), 1998). <br />15B.02.040 Open record hearing. <br />"Open record hearing" means a hearing by a single hearing body or officer, authorized by the local government to <br />conduct such hearings, that creates the local government's record through testimony and submission of evidence <br />and information under procedures prescribed by the local government by ordinance or resolution. (Ord. 98-10 <br />(part), 1998). <br />158.02.050 Public meeting. <br />"Public meeting" means an informal meeting, hearing, workshop, or other public gathering of people to obtain <br />comments from the public or other agencies on a proposed comprehensive plan or development regulation <br />amendment prior to the local government's decision. A public meeting may include, but is not limited to, a planning <br />commission meeting, a board of county commissioners study session, or a scoping meeting on a draft <br />environmental impact statement. A public meeting does not include an open record hearing. The proceedings at a <br />public meeting may be recorded and a report or recommendation may be included in the local government's <br />applicable legislative file. (Ord. 98-10 (part), 1998). <br />Chapter 15113.03 <br />AMENDMENTS TO COMPREHENSIVE PLAN <br />Sections <br />1513.03.010 Amendments limited to annual review - Exceptions. <br />1513.03.020 Concurrent review except during emergencies. <br />1513.03.030 Docketing. <br />1513.03.035 Application requirements. <br />156.03.040 Procedures. <br />1513.03.010 Amendments limited to annual review - Exceptions. <br />Proposed amendments or revisions of the comprehensive plan are considered by the county board of <br />commissioners no more frequently than once a year except that amendments may be considered more frequently <br />pursuant to Table B at the end of this title, Procedures for Non -Docketed Legislative Items: <br />1. The initial adoption of a subarea plan; and <br />2. The adoption or amendment of a shoreline master program under the procedures set forth in Chapter 90.58 <br />RCW. (Ord. 98-10 (part), 1998). <br />1513.03.020 Concurrent review except during emergencies. <br />All proposals shall be considered by Kittitas County concurrently so the cumulative effect of the various proposals <br />can be ascertained. However, after appropriate public participation Kittitas County may adopt amendments or <br />revisions to its comprehensive plan whenever an emergency exists or to resolve an appeal of a comprehensive plan <br />filed with a growth management hearings board or with the court.
