Each advisory group was comprised of approximately 10 to 15 members and met throughout 2016 to <br />develop a vision statement as well as goals and objectives for the County in each of their subject areas. The <br />County's previous Comprehensive Plan was audited by each group to determine whether there were areas <br />that needed further refinement and development, either to comply with the Growth Management Act, or to <br />better reflect Kittitas County's current development trends or its vision for future growth. <br />The work of each Advisory Group has been carefully documented in meeting minutes and has been recorded <br />within the updated record documents maintained by the County. Each element within this document has <br />been drafted to accord with the work and recommendations of each Advisory Group to the greatest extent <br />possible. <br />1.1.3 Working Group <br />Following the initial groundwork performed by each of the Advisory Groups, the process of drafting this <br />Comprehensive Plan was streamlined by forming a single Working Group from representatives of each of the <br />Advisory Groups. The Working Group has been responsible for reviewing the proposed Drafts of the <br />Comprehensive Plan, as prepared by Kittitas County staff and its consultant, for final approval. Several <br />Working Group meetings were held between June 2017 and April 2018. Drafts of the majority of the <br />Comprehensive Plan Elements were presented to the Working Group and were read through and discussed <br />at each Working Group meeting. Final edits to the current draft were made as a result of these meetings. <br />1.1.4 Website <br />The County maintains a Comprehensive Plan webpage as a source of information to all interested parties. <br />This webpage aims to boost project transparency while functioning as a first stop for current Comprehensive <br />Plan updates and efforts. While recent work products of the Advisory Committees, including meeting notes, <br />minutes and handouts, are often available on the web site, the County maintains a more robust record of all <br />efforts related to the Comprehensive Plan. The webpage has a comments section and offers a sign-up <br />opportunity for those interested in automatic e-mail updates on the Comprehensive Plan. <br />1.2 AMENDMENTS TO COUNTY PLANS, CODES, AND STANDARDS <br />The Kittitas County Comprehensive Plan, elements thereof, and development regulations shall be subject to <br />continuing evaluation and review by Kittitas County. Any change to development regulations shall be <br />consistent with and implement the comprehensive plan as adopted pursuant to RCW 36.70A. <br />Kittitas County shall broadly disseminate to the public the following program for public participation in <br />amendments to the county comprehensive plan and development regulations: <br />1. If, during project permit review, Kittitas County identifies deficiencies in county plans or regulations, the <br />project permit review shall continue, and the identified deficiencies shall be docketed for possible future <br />amendments. For purposes of this section, a deficiency in a comprehensive plan or development <br />regulations refers to the absence of required or potentially desirable contents of a comprehensive plan <br />or development regulations. It does not refer to whether a development regulation addresses a project's <br />probable specific adverse impacts, which the permitting agency could mitigate in the normal project <br />review process. <br />Page 2 <br />
