Words used in the <br /> present tense include the future; words in the singular number include the plural number; and words <br /> in the plural number include the singular number;the word "building" includes the word "structure," <br /> and the word "shall" is mandatory and not directory. (Ord. 2000-07; Ord. 98-10, 1998) <br /> 15A.02.020 Administrator. <br /> "Administrator" means the county planning director or his/her designee. (Ord. 2000-07; Ord. 98-10, <br /> 1998) <br /> 15A.02.030 Repealed. (Ord. 2012-009, 2012; Ord. 2000-07; Ord. 98-10, 1998) <br /> 15A.02.040 Consistency. <br /> "Consistency" means, including but not limited to, compliance, conformity and consistency, and <br /> refers to performance in accordance with Kittitas County comprehensive plan and development <br /> regulations. (Ord. 2000-07; Ord. 98-10, 1998) <br /> 15A.02.045 Department. <br /> "Department" means the Community Development Services department <br /> 15A.02.050 Land use decision. <br /> "Land use decision" means a final determination by a local jurisdiction's body or officer with the <br /> highest level of authority to make the determination, including those with authority to hear appeals, <br /> on: <br /> 1. An application for a project permit or other governmental approval required by law <br /> before real property may be improved, developed, modified, subdivided, or used, but <br /> excluding applications for permits or approvals to use, vacate, or transfer streets, parks, <br /> and similar types of public property, excluding applications for legislative approvals such <br /> as area-wide rezones and annexations, and excluding applications for business licenses; <br /> 2. An interpretive or declaratory decision regarding the application to a specific property <br /> of zoning or other ordinance or rules regulating the improvement, development, <br /> modification, maintenance, or use of real property; and <br />
