DISCUSSION: <br /> The proposed assignment would expand the County's mitigation program to the Vantage <br /> Area. There is only one municipal water provider in this area. The County's existing <br /> water bank has demonstrated the broader community benefits associated with the <br /> County's entry into the water mitigation arena. <br /> FISCAL IMPACTS: <br /> Kittitas County would enter into a mitigation agreement with Ecology to utilize the Lake <br /> Roosevelt Incremental Release Program and there is an associated annual fee. This <br /> annual fee(estimated in the$17,000 - $30,000 range)would initially be absorbed in the <br /> 403 Fund(Water Resources) and water user fees would be developed to cover these <br /> costs. We will budget for these costs in 2026.
