within 500 feet of any portion of the boundary of the proposal's tax parcel <br /> or lot of record (real property). If the owner of the real property which is <br /> proposed for activity owns another parcel or parcels of real property which <br /> lie adjacent to the real property proposed for activity, notice shall be given <br /> to owners of real property located within 500 feet of any portion of the <br /> boundaries of such adjacently located parcels of real property owned by <br /> the owner of the real property proposed for activity. Mailed notice for Solar <br /> Power Production Facilities shall be provided in accordance with <br /> KCC 11.61 C.080(2). <br /> d. Notifying the news media. <br /> e. Posting notice via the Kittitas County Website. <br /> f. Posting the site as outlined in ,D,..u-j.+ 10. <br /> 2. The notice of application shall include the following: <br /> a. The date of initial application, the date of the notice of completion for the <br /> application, and the date of the notice of application. <br /> b. A description of the proposed project action and a list of the project <br /> permits included in the application and, if applicable, a list of any additional <br /> studies requested to complete the application. <br /> c. The identification of other permits not included in the application to the <br /> extent known by Kittitas County. <br /> d. The identification of existing environmental documents that evaluate the <br /> proposed project. <br /> e. The location where the application and any studies can be reviewed. <br /> f. A statement of the public comment period, which shall be not less than 14 <br /> nor more than 30 days following the date of the notice of application. This <br /> comment period shall be pursuant to at the end of this title. <br /> g. Statement of the right of any person to comment on the application, <br /> receive notice of and participate in any hearings, request a copy of the <br /> decision once made, and any appeal rights. <br /> h. Kittitas County will accept public comments at any time prior to the closing <br /> of the public comment period of the specific application. <br /> i. The date, time, place and type of hearing, if applicable and scheduled at the <br /> date of notice of the application. <br /> j. A statement of the preliminary determination, if one has been made at the <br /> time of notice, of those development regulations that will be used for <br /> project mitigation and of consistency. <br /> k. Identify the designated permit coordinator. <br /> I. Any other information determined appropriate by Kittitas County. <br /> 3. If the administrator has a reasonable basis for determining significant adverse <br /> environmental impacts are unlikely (pursuant to Chapter 15.04 KCC, SEPA Regulations) <br /> for a proposal, the notice of application comment period will suffice for purposes of <br /> compliance with Chapter 197-11 WAt_, and a second comment period after issuance of <br /> the SEPA threshold determination will not be required; provided, the notice of <br /> application includes the following: <br /> a. A statement indicating that the county expects to issue a DNS for the <br /> proposal; and <br />
