KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: December 17, 2024 <br />ACTION REQUESTED: Request to Approve a Resolution to Award $1,878,207 in Surface <br />Transportation Block Grant funding to the City of Ellensburg supporting a <br />Vantage Highway Shared Use Path and to Award $714,414 in Surface <br />Transportation Block Grant funding to the City of Cle Elum supporting First <br />Street and Oaks Avenue Resurfacing. <br />BACKGROUND: Kittitas County Public Works supports the Washington State Department of <br />Transportation (WSDOT) Surface Transportation Block Grant (STBG) <br />program as a County Lead Agency. Public Works put out a call for projects <br />to eligible agencies within Kittitas County for a three-year cycle. Four <br />applications were received, one from the City of Ellensburg, two from the <br />City of Cle Elum, and one from Kittitas County. <br />The City of Ellensburg requested $1,854,600 to support construction of a <br />shared use path on University Way and Vantage Highway between Alder <br />Street and Vista Road. The project will include widening and resurfacing of <br />the existing road, as well as a sidewalk on the north side of the road. The <br />City plans on beginning survey and design in 2025 and construction in 2026. <br />The application proposed a City match of 20% utilizing $440,644 of local <br />funds. However, Public Works recommends increasing the City's funding <br />request by $23,607 which is the remaining balance of the 2027 allocation. <br />The total recommended amount to be awarded to the City of Ellensburg is <br />$1,878,207. The City will still exceed the 13.5% match requirement. <br />The City of Cle Elum requested $714,414 to support the First Street and <br />Oakes Avenue Resurfacing project. This project aims to resurface areas of <br />Cle Elum that were previously disturbed as part of the Downtown <br />Revitalization efforts. The City plans to complete design and begin <br />construction in late 2025 or early 2026. <br />As Lead Agency, the County is responsible for distributing $864,207 per <br />year to qualifying project. There is $299,000 which was borrowed ahead <br />from the previous project call.
