(0) Kittitas co:_,nv Public Health To Protecr and Promote the Health and the Environment of the People of Kittitas County State Public Health Funding Twice per year,the department receives County General Public Health Assistance Funds ($198,979 total each year)from the Washington State Department of Treasury.These funds must be used in a way that demonstrates to the state legislature that the department is providing or supplementing public health programs needed in the community that are essential to the department's mission.This funding is primarily used to support administrative costs necessary to build and retain capacity to provide public health programs and services. Environmental Health Fees and Other Fees Environmental Health (EH)fees are generated through a full cost recovery method, using calculations that anticipate direct and indirect costs of service for the next fiscal year. Estimates of revenue of$797,083 generated by EH fees are based on previous years'actuals,trend data, and future projections of services provided.The proposed 2025 fees reflect cost of living and benefits increases for Environmental Health staff,and continued improvement in timekeeping and process improvement.Volume estimates have been set at extremely conservative amounts to plan for economic uncertainties,which accounts for the decreased estimated revenue from 2024. As proposed, 18 fees decrease,five fees increase, and all other fees remain unchanged from 2024.The proposed 2025 fees are 21%of estimated revenue, in line with previous years. Several changes are proposed for 2025: Minimum Change Amount KCPHD has proposed a new minimum change amount our calculation policy for 2025.This requires for any fee that is calculated to change by 10%or less remain the same as the previous year.This change is anticipated to help decrease fee fluctuation from year to year, account for reasonable margin of error, and decrease annual department administrative burden. Fee Consolidation Four individual fees are being removed in 2025 and consolidated into other existing fees.Staff determined that the following fees were not necessary to maintain environmental health and could safely be added to existing inspection and permitting activities. • OSS System Site Evaluation (4+) • Temporary Food Service Type C Levels 1, 2, and 3 New OSS Certified Operations and Maintenance Service Provider License Fee In order to be in compliance with new legislation, KCPHD will begin to offer licenses to stakeholders wishing to provide certified OSS Septic Operations and Maintenance Services.The fee is currently set at$115,which aligns with other similar licensing fees within the department. Data will be collected as part of regular ongoing time analysis to ensure accuracy in future fee schedules. Also included in the fee revenue is Vital Records fees,which are assessed for the processing of birth and death records.
