This model requires that all <br /> fees for services be calculated based on actual costs, including tracking time for staff effort and <br /> associated labor and non-labor expenses. The methodology ensures transparency and accuracy <br /> in fee development by directly tying fees to the resources expended to provide services. <br /> Additionally, the model is updated regularly to reflect changes in labor cost, such as wages and <br /> benefits, as well as non-labor costs like equipment, and operational overhead.
