8 Additional Requlrements of Lead Grantees and Rent Asslstance <br />8.1 WashingtonResidentiallandlord-TenantAct <br />Lead/subgrantees must provide information on the Washington Residential Landlord Tenant Act (RCW <br />59.18) to households receiving rent assistance. <br />For more information on this law, visit Washington Law Help, housing page, tenant rights at <br />www.wash ington lawhel p. com. <br />8.2 RentalAgreements <br />Client files must contain one of the following types of agreements if rent assistance is paid on their <br />behalf: lntent to Rent, Lease, or Certification of Payment Obligation. <br />lf the rent assistance paid is move-in costs (security deposits, first and last month's rent)only, an lntent <br />to Rent form is allowable. lf the rent assistance will exceed move-in costs to include on-going rent, a <br />lease or Certification of Payment Obligation is required. <br />8.2.L lntent to Rent <br />At a minimum, an lntent to Rent form must contain the following:,/ Name of tenant,/ Name of landlord,/ Address of rental property,/ Rent rate,/ Signature of landlord/date <br />8.2.2 Lease <br />At a minimum, the lease or rental agreement between the lead/subgrantee and the landlord OR the <br />household and the landlord must contain the following:,/ Name of tenant,/ Name of landlord,/ Address of rental property <br />'/ Occupancy (who gets to live at the rental) <br />'/ Term of agreement (lease start and end date),/ Rent rate and date due <br />'/ Deposits (if any and what for/term) <br />'/ Signature of tenant/date,/ Signature of landlord/date <br />8.2.3 Certification of Payment Obligation <br />A CHG Certificotion of Payment Obligation is required for rent subsidies paid to a friend or family <br />member who is not in the business of property management. This form must be kept in the client file. <br />8.3 Dispute Resolution Center Partnerships <br />Lead/subgrantees must coordinate with their local Dispute Resolution Centers (DRC) if one exists <br />within the service area. DRCs can be an essential pathway to collaborate and negotiate for mutual <br />Page | +r
