MONDAY <br />KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />1:30 PM <br />October 28, 2024 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura <br />Osiadacz, and Commissioner Cory Wright. <br />Others: Josh Fredrickson, Cameron Curtis, Sally Kraft, Rebecca Cruse, <br />Public Works; Chad Bala, Community Development Services; 3 members of <br />the public. <br />At 1:30 PM Chairman Brett Wachsmith opened the Community Development <br />Services and Public Works Study Session. <br />Pat Kelleher commented on recreation planning for the Yakima River <br />Corridor, and that he had difficulty with finding the recreation plan <br />and would like to see recreation budgeted in 2024. <br />REQUEST TO APPROVE THE RESOLUTION TO AMEND THE KIMLEY-HORN AND <br />ASSOCIATES, INC. PROFESSIONAL SERVICES AGREEMENT FOR PLANNING SUPPORT <br />SERVICES TO INCLUDE THE SCOPE OF WORK AND BUDGETFOR THE GMA PERIODIC <br />UPDATE GRANT AND THE GMA CLIMATE PLANNING GRANT <br />Chad Bala briefed the Board of County Commissioners on this request <br />to amend the service agreement with Kimley-Horn and Associates, Inc <br />and the scope of work needed to attain the grants. Vice Chair Laura <br />Osiadacz moved to approve Resolution 2024-187 and Commissioner Cory <br />Wright seconded the motion. Resolution 2024-187 approved. <br />MARKOVICH ROAD RIGHT OF WAY PROPOSED VACATION <br />Cameron Curtis briefed the Board of County Commissioners on a section <br />of Markovich Road that residents have requested to vacate and an <br />application for vacation submitted. Cameron Curtis explained the <br />location in relation to public lands and stated the proposed vacation <br />would leave a 40ft easement for adjacent properties, that would still <br />not access the public lands. Commissioner Cory Wright requested that <br />this item be presented to the Public Lands Advisory Committee for <br />their recommendation. <br />PALOUSE TO CASCADES TRAIL RECONNECTION PROPOSAL <br />Josh Fredrickson briefed the Board of County Commissioners on the <br />route proposed to connect portions of the Palouse to Cascades Trail. <br />Josh Fredrickson stated that the City of Ellensburg is working as the <br />lead agency and has requested a letter of support for the <br />Environmental Protection Agency (EPA) Grant Application and there is <br />2024-10-28 MINUTES <br />
