KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: November 12, 2024 <br /> TOPIC: Bridge Procurement for Whiskey Creek Siphon Project <br /> ACTION REQUESTED: Direct Staff to Procure Bridge <br /> LEAD STAFF: <br /> Arden Thomas <br /> RECOMMENDATION: <br /> Direct staff to prepare bid package to procure bridge for the Whiskey Creek Siphon <br /> Project. <br /> BRIEFING SUMMARY: <br /> • The Flood Control Zone District has worked with the Kittitas County <br /> Conservation District and the Ellensburg Water Company to produce the Whiskey <br /> Creek Siphon design. <br /> • The Flood Control Zone District has included construction costs for the Whiskey <br /> Creek siphon project as part of its 6-year capital plan and 2025 annual budget. <br /> • To implement the project in 2025, Kittitas County needs to move forward with <br /> bridge procurement in advance of securing all property interests necessary for <br /> project implementation. <br /> BACKGROUND: <br /> The Flood Control Zone District has been working to design and implement the Whiskey <br /> Creek siphon project for the flood benefits it will provide. Fish passage is a secondary <br /> project benefit. The Settlement Agreement and Release of All Claim agreements between <br /> Ms. Kinman and Kittitas County(Resolution 2024-099) and Mr. and Mrs. Woods and <br /> Kittitas County(Resolution 2024-098) include implementation of the Whiskey Creek <br /> siphon project. <br /> The Flood Control Zone District has included construction costs for the Whiskey Creek <br /> siphon project in its 6-year capital improvement plan and 2025 annual budget. Two <br /> bridges are required for the project. One bridge will enable the Ellensburg Water <br /> Company to retain access along the canal road. The second bridge will enable Mr. and <br /> Mrs. Woods to retain access across Whiskey Creek,which bisects parcel number 861033. <br /> To remain on track to deliver the project in 2025, the Flood Control Zone District must <br /> initiate bridge procurement now.
