KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: November 12, 2024
TOPIC: Parks and Recreation Staff
ACTION REQUESTED: Direct Staff to develop proposal for Parks and Recreation
policy and plan support strategy
LEAD STAFF:
Joshua Fredrickson
RECOMMENDATION:
Direct staff to develop Parks and Recreation policy and plan support strategy.
BRIEFING SUMMARY:
• In 2021 the Board adopted the 2021 Kittitas County Recreation and Tourism Plan.
• Three County properties are currently identified as recreational properties.
• Additional properties have recently been acquired for floodplain management
purposes.
• Support for Parks and Recreation policy support will help direct the use of current
recreational and floodplain management properties.
• Broader policy issues surrounding recreation and access on other public lands
within Kittitas County could be considered.
BACKGROUND:
In 2021 the Board adopted the 2021 Kittitas County Recreation and Tourism Plan
(Resolution 2021-116). The 2021 Recreation and Tourism plan identified priority actions
for implementation by Board employees utilizing County financial and human resources.
These priorities included direct implementation of trail systems, resource parks, and
special purpose facilities, and advancing a strategic approach to open space, trail, park,
and recreation facilities and recreation services both in a direct implementation role and
facilitation role.
Funding for Parks and Recreation is directed through the General Fund and REET 2.
Three recreation sites include Gladmar Park(40 acres), Ryan Thompson Memorial Park
(5 acres) and Vantage Boat Launch parking lot and restrooms managed in conjunction
with Grant County PUD. In addition to these formal locations, significant lands have
been obtained for open space preservation and floodplain management purposes.
DISCUSSION:
With the diverse landscape of Kittitas County there are multiple stakeholders and
interested groups in public lands.
