KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: November 12, 2024 <br /> TOPIC: Parks and Recreation Staff <br /> ACTION REQUESTED: Direct Staff to develop proposal for Parks and Recreation <br /> policy and plan support strategy <br /> LEAD STAFF: <br /> Joshua Fredrickson <br /> RECOMMENDATION: <br /> Direct staff to develop Parks and Recreation policy and plan support strategy. <br /> BRIEFING SUMMARY: <br /> • In 2021 the Board adopted the 2021 Kittitas County Recreation and Tourism Plan. <br /> • Three County properties are currently identified as recreational properties. <br /> • Additional properties have recently been acquired for floodplain management <br /> purposes. <br /> • Support for Parks and Recreation policy support will help direct the use of current <br /> recreational and floodplain management properties. <br /> • Broader policy issues surrounding recreation and access on other public lands <br /> within Kittitas County could be considered. <br /> BACKGROUND: <br /> In 2021 the Board adopted the 2021 Kittitas County Recreation and Tourism Plan <br /> (Resolution 2021-116). The 2021 Recreation and Tourism plan identified priority actions <br /> for implementation by Board employees utilizing County financial and human resources. <br /> These priorities included direct implementation of trail systems, resource parks, and <br /> special purpose facilities, and advancing a strategic approach to open space, trail, park, <br /> and recreation facilities and recreation services both in a direct implementation role and <br /> facilitation role. <br /> Funding for Parks and Recreation is directed through the General Fund and REET 2. <br /> Three recreation sites include Gladmar Park(40 acres), Ryan Thompson Memorial Park <br /> (5 acres) and Vantage Boat Launch parking lot and restrooms managed in conjunction <br /> with Grant County PUD. In addition to these formal locations, significant lands have <br /> been obtained for open space preservation and floodplain management purposes. <br /> DISCUSSION: <br /> With the diverse landscape of Kittitas County there are multiple stakeholders and <br /> interested groups in public lands.
