10/28/2024 MINUTES 2 <br />EASEMENT PUGET SOUND ENERGY COMMISSIONERS <br /> <br />Vice-Chairman Osiadacz moved to approve an Easement between Kittitas <br />County and Puget Sound Energy, Inc. for Lot C-30 at Bowers Field <br />Airport Binding Site Plan Amendment, subject to the Prosecutors <br />confirmation of no discrepancies with the provider, upon checking <br />with Director, Josh Fredrickson. Commissioner Wright seconded. <br />Motion carried 3-0. <br /> <br />UPDATE UPPER CO. RECREATION PUBLIC FACILITIES DIST. COMMISSIONERS <br /> <br />There was an update on the Upper County Recreation Public Facilities <br />District. Representatives reported there is a legislative bill <br />being drafted to change the RCW. The change would allow for a Public <br />Facility District to be formed at the County level. The Board said <br />they were encouraged to see the support on a legislative level. <br /> <br />DISCUSSION INVESTMENT INTEREST TREASURER <br /> <br />There was discussion regarding investment interest and whether the <br />County should sweep appropriated funds that are in the investment <br />pool and put them in the General Fund. The Board said they would <br />like to wait until after next week’s election results regarding the <br />Road Levy before they have further discussion and make a decision on <br />the issue. <br /> <br />BENEFITS 2025 EMPLOYEE BENEFITS HUMAN RESOURCES <br /> <br />Jeanne Killgore, HR Director, provided information on the dental <br />rates for 2025. She said UHC has been the cheaper plan over <br />Willamette, but in 2025, UHC will be more expensive. It would be an <br />increase of $2.36 per month and would affect most employees. The <br />Board determined to flip-flop which plan is paid for by the county <br />versus the buy-up plan, and have employees pay the difference in <br />2025, if they subscribe to UHC. <br /> <br />Ms. Killgore provided information on an FSA plan. She said Alliant <br />could build it into the benefit system, if the County wanted to. <br />There is an administrative fee of $2,400.00. The Board authorized <br />the FSA plan to be an option for employees for 2025. It was noted <br />the employees could put up to $5,000.00 in the plan, per year. <br /> <br />DISCUSSION COUNTY FACEBOOK COMMISSIONERS <br /> <br />The Board determined that for the week of October 28, 2024, they <br />would post the following on their Facebook page: Wildfire Ready <br />Neighbors from KCFD1; a reminder to vote next week on November 5th; <br />and for Trick-or-Treaters to come to County offices on Halloween. <br /> <br />
