WATER MITIGATION FUND 403MW <br />2025 Water Mitigation Budget - Fund 403 <br />Program Description: <br />Public Works administers Fund 403 (Water Mitigation) on behalf of the Board of County Commissioners. Two programs are included: <br />the water mitigation and the water metering. These two programs protect Kittitas County's water supply, safeguarding groundwater <br />users and ensuring an adequate water supply for future needs. <br />Revenue Sources: <br />Water Mitigation Fees; Water Metering Fees; Grant Sources. <br />Staff Summary: <br />The Water Resource Manager develops water supply and banking policies and programs and manages water right acquisitions. The <br />Water Resources Specialist reviews and issues mitigation certificates, manages applications to Ecology for water use changes, and <br />oversees the metering program. <br />Functions: <br />Water Mitigation: <br />• Administer a water right portfolio <br />• Allocate mitigation rights <br />• Implementation of drought supply <br />augmentation <br />• Participation in the Yakima Basin Integrated <br />Water Resource Plan <br />Notes for 2025: <br />Programming for purchase of additional water rights. <br />Water Metering: <br />• Track groundwater use and location <br />• Permit water users <br />• Monitor use to ensure compliance <br />• Manage applications to State agencies <br />• Manage water right acquisitions <br />
