AIRPORT FUND 101 <br />2025 Bowers Field Budget - Fund 101 <br />Program Description: <br />Public Works administers Fund 101 (Bowers Field Airport) on behalf of the Board of County Commissioners. Bowers Field (ELN) is a <br />general aviation airport and airport operations are overseen by the Federal Aviation Administration (FAA). Bowers Field has one <br />active runway (11/29) which is 4,300 feet in length. There is also one closed runway due to poor surface condition. Eighty acres of <br />airport property has been zoned for an industrial park/commercial development. <br />Revenue Sources: <br />Transfers from the General Fund; Land, Agriculture and Building Leases; Hangar leases; Tie -downs rentals; Grants from both the <br />FAA and Washington State Department of Transportation (WSDOT) Aviation Division. <br />Staff Summary: <br />The Public Works Director serves as Airport Manager. A full-time maintenance technician is assigned to the airport and airport <br />operations are supported by the Public Works. A part-time Economic Development Specialist has been programmed in the past, <br />which has not yet been filled. <br />Functions: <br />Maintenance and Operations: Administrative: <br />• Snow plowing • Prepare and administer department budget including capital <br />• Grounds mowing improvements <br />• Grounds maintenance • Liaison with Federal and State agencies to implement projects <br />• Runway clearing • Manage new and renewing leases <br />• Runway maintenance • Prepares applications for grants for State and Federal funding <br />• Grant Management <br />• Manage consultant and contractor contracts for capital <br />improvements <br />Notes for 2025: <br />A property transfer is being proposed in 2024 of the main hangar to Central Washington University and the Centerfuse building would <br />come under the ownership of the County. <br />
