Compliance capability: Helping demonstrate that all funded activities for the BEAD grant requirements are in compliance with all federal, state, territorial, and local laws through a narrative; helping create a documentation system for showing compliance and for reporting for Commerce, NTIA, and GAO. i. Subgrantee Public Entity owns this portion of grant application. Must have skilled staff on point to handle grant compliance. E. Operational capability: Help construct a narrative of the subgrantee's operation and maintenance plans and identifying responsibilities for tasks within the plan and a description of the workforce plan (Lightcurve or provider and Kittitas County) 1. JRP can help facilitate narrative on these capabilities. F. Ownership: Helping demonstrate the minimum ownership requirements of the BEAD NOFO, including transparency requirements for all part(ies) in the application. G. Public funding: Helping craft a disclosure for all subgrantee application part(ies) that may have submitted or plan to submit, including CARES, CAA, ARPA, RDOF, Connect America, WSBO or other Commerce grants for broadband services. i.
