Final network designs and diagrams certified by a professional engineer licensed <br />in WA with an active status, and submitted to WSBO within 4 years of grant <br />award (Lightcurve or provider with JRP support) <br />D. Compliance capability: Helping demonstrate that all funded activities for the BEAD grant <br />requirements are in compliance with all federal, state, territorial, and local laws through <br />a narrative; helping create a documentation system for showing compliance and for <br />reporting for Commerce, NTIA, and GAO. <br />i. Subgrantee Public Entity owns this portion of grant application. Must have <br />skilled staff on point to handle grant compliance. <br />E. Operational capability: Help construct a narrative of the subgrantee's operation and <br />maintenance plans and identifying responsibilities for tasks within the plan and a <br />description of the workforce plan (Lightcurve or provider and Kittitas County) <br />1. JRP can help facilitate narrative on these capabilities. <br />F. Ownership: Helping demonstrate the minimum ownership requirements of the BEAD <br />NOFO, including transparency requirements for all part(ies) in the application. <br />G. Public funding: Helping craft a disclosure for all subgrantee application part(ies) that may <br />have submitted or plan to submit, including CARES, CAA, ARPA, RDOF, Connect America, <br />WSBO or other Commerce grants for broadband services. <br />i. This will require GIS work.
