Docket Ite 2024-01 throw h 202410 not includin 202407 which has been with raven
Docket Item 2024-01—Docket Deadlines
The document provided is an excerpt from the Comprehensive Plan proposing to change the docketing
deadline from June 30 to March 315t.While a change to the Comprehensive Plan is a good start, there
are no proposed changes to the development regulations, specifically KCC 1511.03.030 and 15B.04.030
which also have a June 30 deadline. It is recommended the Comprehensive Plan not have specific
deadlines(perhaps only reference RCW 36.70A.130)and that the KCC be amended with new dea shines.
Please submit changes via Supplemental Submittal.
_ala &JAylinE: Thank you for your thought on this. I will state as a planner here back in the
late 90's, as a consultant representing comp plan amendments for individuals, and participating
in the long compliance effort, the county's comprehensive plan was upheld with a deadline date
to docket a request in its annual comprehensive plan. Kittitas County chooses to continue to
have a date within its comprehensive plan. If this gets approved KC will go back and amend its
development code to reflect consistency. The reason for an earlier date is to provide staff more
time to process due to every year the annual process puts Kittitas County up against the
deadline date of December 315t,whether it's the process, getting quorums for hearings d ue to
all the holidays along with the everyday items that need to be processed.
Docket Item 2024-02—LAMIRD up-date
As discussed over the phone, this document does not describe which document is being amended, nor
does it describe where the footnotes are located. Please refer to WAC 365-196-630 1 b .
As discussed,Senate Bill 6140 or RCW 36.70A.0 0 5 d i C 1 and Il Ilow 10,000 square feet for
essential rural retail services not all retail. If the retail use is not considered an essential rural retail
service,it is either limited to 5,000-square feet or 2,500 square feet dependent on the circumstance
described in the RCW.
Please submit changes via Supplemental Submittal.
CBa The rural LAMIRD use table where the footnotes are applicable were not
proposed to be altered or amended only the two footnotes referenced in the table, therefore we only
included the proposed changed footnote language to be consistent with Senate Bill 6140. our allowed
use table does not separate essential uses and non-essential uses, it lumps it all into retail sales/
General, that additional legwork is determined by the planner with customers on a case by case basis.
There are too many variations of uses to capture them all in a table. The general uses are listed leaving
the analysis up to the planner to determine if the table and footnote apply in each situation. our full
intention is to apply the code consistent with Rcw.36.70A.070(5)(d)(i)(C)(I)and (II).
Docket Item 2024-03—Annexatio
I was able to discuss the proposed adoption of Ellensburg's Annexation Ordinance with my supervisor. A
County zoning map and future land use map describing the proposed change must be provided.
Ellensburg's zoning map included in the Ordinance will not suffice as it displays city zoning.
Please submit via Supplemental Submittal.
CBala &JAklin We should discuss this further. This is an annexation takin acrea e out of KC
iurisdictionh oirr. into the City Limits, The mao is showingthe area, that is bein removed..
