Ruby Street, Suite 2 <br /> Ellensburg,WA 98926 <br /> SUBJECT: WDFW COMMENTS ON 2024 ANNUAL DOCKET <br /> Dear Mr. Ayling, <br /> Thank you for the opportunity to comment on the annual Comprehensive Plan Docket process. <br /> Washington Department of Fish and Wildlife(WDFW)has read through the proposed docket items <br /> and offers up a couple of suggestions for improvements to docket items. Our comments center <br /> around both WDFW permit authority and the desire to help Kittitas County with their Critical Areas <br /> Ordinance (CAO). <br /> Docket Item 24-09:Amend KCC 12 clarifying road standards. <br /> WDFW recommends the addition of"Any stream crossings shall be discussed with WDFW for <br /> potential for require a Hydraulic Project Approval(HPA)permit."This will help us to enforce RCW <br /> 77.55 which requires people planning hydraulic projects in or near state waters to get an HPA permit <br /> from WDFW. <br /> Docket Item 24-10:Amend KCC 16.12.260 to add a preliminary plat revision process. <br /> WDFW recommends the addition of"reduction of buffer from critical areas"under D and should <br /> result in a substantial change. WDFW believes this is consistent with item#5 under D,but needs to <br /> be explicitly spelled out to ensure that any changes that could affect critical areas receive appropriate <br /> environmental review. <br /> Thank you again for the opportunity to comment.
