The Annexation document describes the zoning, and that the cit will be or c onsistenc .
but it's the
res onsibilit of the Cit to ado t there zoningand future land use ma for
Docket Item 2024-04—Acceptance of paper plats in addition to W lar
The language in Title 16 is a bit awkward. What is considered an"original plan"?Consider revising and
submit changes via Supplemental Submittal.
CBala JA un The .-,,uest is to allow for surveys to be recorded either in paper or mylar
format. The current language in the code is original plan. To clarify the removal of the word
Polyester, which is like mylars, was removed for clarity. Again, what was proposed was to add
paper as an additional mechanism to record surveys and your reference to original plan is
current language that is not proposed to be added or deleted. If this is a major concern, we can
note it and include it in our periodic update that we will be starting soon.
Docket Item 2024-05—Agritourism
No concerns. For future amendments, please be aware of RCW 36.70A.177 and the recent WA Supreme
Court Case.
CBala &!A 1y hlg:
Docket Item 2024-06—Short Term Rentals
While Commerce finds no issue with the County's consideration of short term rental, the County only
provided a copy of the RCW.Again, per WAC.365-196-630;1.).,b,1,the County must provide the specific
text of the proposed amendments to their development regulations, including which the proposed Title,
Chapter,Section with new text underlined.
CBaia &lAyl : Hisorty: The BOCC, through resolution, created a short-term rental committee
to start addressing this topic. This committee has been meeting for the last 5 months with their
initial goal of 1. Presenting to KC Staff a definition to adopt. As you have seen in the documents
the committee motioned to adopt the complete RCW 64.37 as the definition. Staff mentioned
to Planning Commission that this is more than a definition and recommended to only adopt
short-term rental as defined within 64.37,specifically 010 (9)since the committee has also been
further tasked to develop legislation regarding short term rentals. The Committee opted for the
complete RCW. So, to not thwart the committees hard work staff presented the complete RCW
on their behalf. To follow that up staff further recommended that the Planning Commission
only approve the language from 64.37.010(9)as the specific definition language to be included
in the KCC definition section_ The Planning Commission recommended the BOCC to approve the
language in 64.37,010(1 thru 11)as the language for the definition and not the complete
statute knowing that the committee will be continuing their work to development regulations.
This language will be included under our definition section as a new definition KCC 17.08.621
and will be presented to the BOCC at their public hearing, not unlike the previous docketed
item.
Please submit via Supplemental Submittal in PlanView.
Docket Item 2024-08-IBC
No concerns.
