This includes passenger vehicles, pick-ups with or without <br />trailers, heavyweight transfer trailers, 40 cyd trailers, and occasional water trucks. Based on the <br />trafFrc data provided we estimate a total design ESAL's factor of 130,000 for this area as <br />presented in Table 2. <br />Northwest Area The northwest area encompasses the compost area located in the northwest <br />portion of the site and is accessed from the east on the north perimeter access road. Yard waste <br />will be processed on-site by County personnel into compost. It is expected that this area will be <br />frequented by pick-ups with and without trailers and occasional heavy weight water trucks. <br />Processing will be accomplished using heavy equipment such as front-end loaders. It will also <br />support heavy static loads such as the grinder. Based on the traffic data provided we estimate a <br />total design ESAL's factor of 2,7 4l for this afea as presented inTable 2. <br />Table 2. Assumptions Utilized for Estimation of ESAL <br />The pavement recommendations presented in this report are based on these traffic estimates. If <br />improved traffic count information is obtained that varies appreciably from these values, the <br />recommendations given in this report should be reviewed and revised as necessary. <br />4.11.3 Pavement Structure Requirements <br />The subgrade soils along the project alignment consist of sandy lean clays, which are moderately <br />frost-susceptible. The maximum depth of frost penetration measured in the area is 30 inches. <br />This occurred during the extremely cold winters of 1949 and 1950 (WSDOT, 1995). <br />For frost-susceptible subgrade soils, the WSDOT Pavement Design Guide recommends that the <br />minimum thickness of pavement structure should be at least 75o/o of the frost depth. Therefore, <br />the minimum pavement section for this site should be at least 22 inches in depth.
