KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: September 23,2024 TOPIC: Annual Road Plan Update ACTION REQUESTED: No Action Required LEAD STAFF: Cameron Curtis RECOMMENDATION: No Action—Update Only BRIEFING SUMMARY: • Per RCW 36.81.130 and WAC 36-16 Public Works is required present an Annual Road Program consisting of the Annual Construction Plan,the Annual Maintenance Plan, and the Annual Equipment Purchase and Major Repair Plan. • The Annual Road Program should be presented to the BoCC for consideration by the first Monday of October every year. BACKGROUND: The Annual Road Program is a requirement per RCW 36.81.130 and WAC 36-16. The program will consist of the Annual Construction Plan, the Annual Maintenance Plan, and the Annual Equipment Purchase and Major Repair Plan. In years past, the County Road Administration Board(CRAB)has required only the Annual Construction Plan. Due to a recent interpretation of the statue, CRAB has updated the requirements to include the Annual Maintenance Plan and the Annual Equipment Purchase and Major Repair Plan. The Annual Road Program should be filed with the legislative authority for consideration and adoption, on or before the first Monday of October ever year. Once adopted,the Program will be filed with CRAB no later than December 3 Is'. DISCUSSION The Annual Construction Plan(Exhibit 1) is consistent with the 6-Year Transportation Improvement Plan, and correctly identifies projects which will be completed by County Forces, and which projects will be competitively bid out. The Annual Maintenance Plan (Exhibit 2) is largely based on data from past years. The Annual Equipment Purchase and Major Repair Plan(Exhibit 3) was developed with input from Maintenance Manager and the Fleet Manager.
