5. Terms for nonelected members on the Board of Health shall be limited to two (2) consecutive <br /> terms.Term-limited members may reapply if a vacancy exists for thirty(30)days after term <br /> ends. <br /> Article IV—Legislative Powers, Duties,and Functions(RCW 70.05) <br /> 1. The authority of the Board of Health shall be as prescribed by the laws of the State of <br /> Washington. <br /> 2. The Administrative Officer will be hired as the Public Health Director for Kittitas County,with an <br /> opportunity for non-elected Board of Health members to participate in the hiring process. Once <br /> a Public Health Director has been selected by Kittitas County,the Board of Health shall appoint <br /> the Director as the Administrative Officer of the Board of Health via resolution during any <br /> regular or special meeting of the Board of Health by a majority vote.The Board of Health shall <br /> appoint the Director of the Kittitas County Public Health Department to serve as the <br /> Administrative Officer.The Administrative Officer shall serve at the pleasure of the Board of <br /> Health and shall report directly to the Board of Health. <br /> 3. The Health Officer shall be a qualified physician trained and experienced in public health.The <br /> Health Officer shall report to the Administrative Officer. In accordance with RCW 70.05.050, no <br /> term of office shall be established for the Health Officer and the Health Officer shall not be <br /> removed until after notice is given and an opportunity for a hearing before the Board of Health <br /> as to the reason for their removal.The Board of Health must appoint the Health Officer. <br /> 4. The Board of Health will review and decide the necessary finances and budget to carry on health <br /> services. <br /> S. At least annually,the elected members of the Board of Health shall approve a fee schedule for <br /> services provided by the Kittitas County Public Health Department.All members of the Board of <br /> Health will be provided an opportunity to review the fee schedule and provide feedback to the <br /> Department and advise the elected members of the Board of Health. Fees are set through public <br /> hearing of the Board of County Commissioners. <br /> 6. The Board of Health will receive reports from and through the Administrative Officer on the <br /> activities of the Department. <br /> 7. The Board of Health may cooperate with and coordinate activities with others in the community <br /> and solicit their cooperation and services in carrying out sound public health programs within <br /> the jurisdiction of the Department. <br /> 8. The Board of Health will hear testimony from persons or groups appearing before it in regular <br /> meetings. <br /> Article V—Officers and their Duties <br /> 1. The presiding officer of the Board of Health shall be a Chair, who shall serve for a term of one (1) <br /> year.The Kittitas County Board of County Commissioners Chair will serve as the Chair of the <br /> Board of Health.The Board of Health shall elect the Vice-Chair by a majority vote of the Board <br /> members present at the last regular meeting of each year.The Vice-Chair must be a nonelected <br /> member on the Board of Health and not a county commissioner. <br /> 2.
