08/20/2024 MINUTES 2 <br />RESOLUTION 2024-148 SOLID WASTE DISPOSAL FEES SOLID WASTE <br /> <br />COMMISSIONER WRIGHT moved to approve Resolution No. 2024-148, and to <br />amend it by striking the effective date of 10/1/24, for unsecured <br />load fee only, and replace it with an effective date of October 1, <br />2025. CHAIRMAN WACHSMITH seconded. Motion approved 2-0. <br /> <br />PUBLIC HEARING IRRIGATION FRANCHISE PUBLIC WORKS <br /> <br />At 2:37 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />an Irrigation Franchise with Clint Weaver along Robbins Road, <br />Ellensburg. <br /> <br />JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, provided a Staff Report <br />regarding an Irrigation Franchise application received from Clint <br />Weaver, for the placement of a pipe under Robbins Road to serve <br />irrigation water to Parcel No. 954751 and 962837. He recommended <br />approval of the Irrigation Franchise. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />AGREEMENT NON-EXCLUSIVE IRRIGATION WATER FRANCHISE PUBLIC WORKS <br /> <br />COMMISSIONER WRIGHT moved to approve a Non-Exclusive Irrigation <br />Water Franchise to Use County Roads, Rights-of-Way and Other County <br />Property within Kittitas County, with Clint Weaver, for Parcel <br />Numbers 954751 and 962837. CHAIRMAN WACHSMITH seconded. Motion <br />carried 2-0. <br /> <br />PUBLIC HEARING WINCH ROAD RIGHT-OF-WAY PUBLIC WORKS <br /> <br />At approximately 2:39 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing to consider a Road Vacation of Winch Road Public Right-of - <br />Way. <br /> <br />CAMERON CURTIS, ENGINEER, reviewed a Staff Report, including the <br />history of Winch Road and said due to the lack of improvements and <br />minimal benefit to the public, the Public Works Department requested <br />the right-of-way be vacated. He indicated once it’s vacated, the <br />land will become attached to adjoining properties and added to the <br />taxable land mass of the County. A 60-foot access and utility <br />easement to affected landowners will be granted along the vacated <br />portion of Winch Road. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br /> <br />
