The tipping floor will be accessed by commercial and self -haulers via. a wide paved <br />driveway ramp that ascends from the perimeter access road southward to the transfer station. <br />Refuse collected on the tipping floor will be directed by solid waste personnel into a top -loading <br />system situated above a series of hopper bays located along the eastern side of the structure. To <br />achieve the grade separation required to accommodate loading waste haul trailers, placement of <br />fill in excess of 16 feet high is presently envisaged. The fill placed to accommodate the haul <br />trucks will be retained using a cast -in -place (CIP) concrete retaining wall situated inside the <br />transfer station near the east side of the facility. <br />West of the transfer station a 5.07 acre composting facility will be constructed, that will likely <br />consist of a slightly sloping paved area where compost and/or topsoil is produced. South of the <br />compost facility another paved area encompassing approximately 10,000 square feet (SF) will <br />serve as a white goods acceptance area with adjacent tire recycling area to the east. Stormwater <br />will be collected and conveyed to detention ponds situated southwest of the recycling center and <br />in the southeast property corner. <br />1.3 SCOPE OF SERVICES AND AUTHORIZATION <br />HWA undertook the geotechnical investigation in accordance with our scope of work and cost <br />estimate dated December 9, 2022, and agreement dated January 6, 2023, with SCS Engineers, <br />Inc. The main tasks of our scope include: <br />• Conducting borings at the locations of the transfer station, scale facility, MRW building, <br />and composting area as depicted on the conceptual layout. <br />• Conduct a laboratory testing program to characterize site subsoils. <br />• Prepare a geotechnical report summarizing results of the field investigation, laboratory <br />testing results and will include recommendations for building and retaining wall <br />foundations, lateral earth pressures, earthworks, and pavement design. <br />• Providing one round of plan review to ensure our geotechnical recommendations are <br />incorporated. <br />2.0 FIELD EXPLORATION AND LABORATORY TESTING <br />2.1 FIELD EXPLORATION <br />Our subsurface investigation consisted of drilling eight borings, designated BH-1 through BH-8 <br />and were conducted on February 28 and March 1, 2023. The borings were drilled by Holt <br />Drilling, Inc., of Edgewood, Washington, under subcontract to HWA, using a track -mounted <br />Diedrich D-50 drill rig equipped with hollow stem augers. The borings were drilled to depths <br />ranging from about 16.5 to 21.5 feet below ground surface (bgs) and were located to obtain <br />subsurface data at the approximate location of proposed structures at the time of drilling. <br />2022-188-21 KCTS — Final Geotechnical Report 3 HWA GEOSCIENCES INC. <br />
