m Performance Requirements10.4 ix D: Homeless Syste <br />LO.4.l Data Sources <br />The Homeless Management lnformation System (HMIS) is the data source for calculating the <br />baseline and performance results. <br />Compliance is measured at the system intervention level. This means data from all applicable <br />projects are included, without regard to fund sources. <br />For example, to monitor compliance with 'lncrease Percent Exits to Permanent Housing from <br />Rapid Re-Housing', all Rapid Re-Housing projects in a given community will be included in the <br />ca lcu lation. <br />Data for the previous state fiscal year will serve as the baseline. Performance results can be <br />found on the cHG Performance Tracker which is updated quarterly: <br />httns: //blic.tableau .comla oo/orofile/comhau lvtT/ LHlaPeflorma nce I racKerVl/OutcomesDas <br />h boa rd <br />please see page 7 of the CHG Performance Tracker reporting specifications to learn about which <br />destinations are categorized as positive outcome destinations and permanent housing <br />destin ations. <br />ta.4.2 Housing Outcome Performance Requirements <br />For each intervention type funded by CHG, grantees must adopt the required housing outcome <br />performance measure outlined in Table A below. <br />Grantees must improve housing outcomes by making progress towards the statewide <br />performance target. The performance target is the level of desirable performance and is an <br />indicator of a high performing system. <br />Additionally, RCW 43.185C.185 requires that Commerce ensure racial equity within homeless <br />service system program outcomes. Commerce will evaluate a system's outcomes by assessing <br />housing outcomes of exited households across racial and ethnic demographics for any potential <br />disparitieslz. To be considered in compliance of the equitable outcomes performance measure, <br />the housing outcomes of the exited households across racial and ethnic demographics should <br />not be significantly less than the overall rate13. lf racial or ethnic disparities in housing <br />outcomes are identified in the data, Commerce will determine if the requirement has been met <br />on a case by case basis. <br />12 For the equitable outcomes measure, disparities are defined as instances in which the outcome rate of a particular racial <br />or ethnic category is significantly less than the overall rate' <br />13The,.overall rate"referstotherateof aparticularinterventiontype'stotal exitstopositiveoutcomes Thisisinclusiveof <br />all ethnic or racial catagories. <br />48
