KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE: August 20, 2024 ACTION REQUESTED: Request to Approve a Resolution initiating County Road Project designated as CRP NO: 322-24, Reecer Creek Road over Towne Ditch. BACKGROUND: The Country Road Administration Board (CRAB) administers the Rural Arterial Program (RAP) biennially to assist fund County road and bridge reconstruction projects across Washington State. CRAB is currently accepting final prospectus applications for the next biennium (2025-2027), and Public Works has identified the Reecer Creek Rd Bridge over Towne Ditch as a project fitting the criteria for funding. INTERACTION: Preliminary prospectus for Reecer Creek Rd over Towne Ditch was submitted to CRAB in April of 2024, and was scored as the highest project in the Southeast Region for its funding category. Additional scoring will be applied to projects submitted during final prospectus. The project would include of the replacement a NBIS Structure on Reecer Creek Road at milepost 0.85. The new structure would include sufficient width and length to accommodate an additional turn lane and sidewalk. The project would also update guardrail and end treatments to meet AASHTO standards. To meet the requirements of the program, the project should be initiated as a county road project. The project is already shown on the County's Six Year Transportation Improvement Plan. Project design will be performed by Public Works staff with assistance from on -call consultants. The project will require a 10 percent match in local funds for design and construction. The current estimated total cost for the project is $4,450,000, with $445,000 being the local match. Public Works RECOMMENDATION: Approve a Resolution initiating County Road Project designated as CRP NO: 322-24, Reecer Creek Road over Towne Ditch.
