The study area <br />low-income population is smaller than the <br />comparison geographies of Cie Elum and <br />Kittitas Counties and similar to that of the <br />state of Washington. The study area has a <br />similar low limited -English speaking population <br />compared to Roslyn. Cie Elum Roslyn <br />Elementary School demographics on race, <br />limited English proficiency, and low-income <br />status also reflect the demographics of the <br />study area provided in Table 3-8. <br />The WSDOT Limited English Proficiency (LEP) <br />Accessibility Plan recommends that for a <br />service area where LEP exceeds 5 percent of <br />the population or >1,000 people, translation <br />and other reasonable steps should be taken <br />for successful outreach. The study area is <br />smaller than the overall 1-90 service area, but <br />for context, it does not meet this threshold <br />(WSDOT 2022). <br />Additional data about the study area from <br />FHWA Screening Tool for Equity Analysis of <br />Projects (STEAP) highlights the percentage <br />of households without computers or internet <br />access, the percentage of residents with <br />disabilities, and the percent of people not in <br />the labor force is higher than found within the <br />County (see Appendix D). <br />Health Disparities <br />The Washington Tracking Network "Information <br />by Location" (IBL) tool is a source for geospatial <br />environmental and health data from the State <br />of Washington Department of Health. Figure <br />3-4 is a screenshot of the study area using the <br />Environmental Health Disparities IBL mapping <br />tool and Table 3-9 summarizes some key data <br />about the two census tracts composing the 1-90 <br />corridor study area.
