'L! 2l �1 �! �! �! + ?I <br />All Summer —May - No Holiday Memorial Day <br />July Average --September - No Labor Day <br />Holiday <br />2024 Analysis <br />Based on the existing conditions information <br />collected and analyzed in 2019, an updated <br />model was developed to project how future <br />traffic conditions could potentially change if no <br />improvements were made (see Appendix A). <br />1-90 in Upper Kittitas County experiences <br />recurring seasonal congestion, particularly <br />at the end of summer weekends and holiday <br />weekends in the westbound direction. This <br />congestion typically causes slower speeds and <br />congestion as far as east of the Elk Heights <br />Road interchange and dissipates when 1-90 <br />widens to three lanes in each direction. There is <br />a current WSDOT construction project to widen <br />Source: WSDOT PTR B04, 2018 data analyzed by Fehr & Peers <br />1-90 from two lanes in each direction to three <br />lanes in each direction from the Cabin Creek <br />Interchange to the West Easton Interchange <br />(scheduled for completion fall 2028).6 <br />Average 2018 volumes were collected by a <br />WSDOT permanent traffic recorder and are <br />shown for different Mondays throughout the <br />year in Figure 3-1. Memorial Day and Labor Day <br />volumes peak and then decrease considerably <br />in the late morning hours. This sudden <br />decrease reflects the limited capacity of 1-90 <br />under congested conditions. <br />Speeds decrease and corridor travel times <br />increase considerably during this recurring <br />congestion.
