2.8 Other Potential <br />Improvements <br />Apart from the alternatives outlined earlier, <br />various other initial alternatives were <br />identified and deliberated upon during <br />stakeholder meetings, public input sessions, <br />and M2 Team meetings. While these suggested <br />improvements hold value in enhancing the <br />corridor or as a short-term action item, they <br />were not deemed comprehensive enough to <br />proceed as part of the Tier 1 analysis. These <br />improvements include the following: <br />County Road Safety <br />Improvements <br />In recent years, a number of techniques and <br />tools have been considered by the County <br />to increase safety and decrease congestion <br />along County roads. The County and local <br />agencies can continue to work with the public <br />and stakeholders to further consider and <br />implement various safety features, such as <br />new striping and signage. Local and County law <br />enforcement can increase patrols along County <br />roads to discourage speeding in residential <br />areas. <br />Intelligent Transportation <br />System (ITS) Infrastructure <br />The alternative of incorporating additional <br />Intelligent Transportation System (ITS <br />infrastructure was considered, which involves <br />integrating more advanced messaging <br />signs, speed reduction signs, closed-circuit <br />television (CCTV) monitoring, and traffic <br />monitoring devices. These enhancements aim <br />to alert drivers about a change in conditions, <br />congestion, collisions blocking the roadway, <br />and slow speeds ahead of the study area, <br />enabling them to avoid potential issues. <br />CHAPTER 2: RANGE OF ALTERNATIVES <br />However, this option was not advanced as an <br />independent Tier 1 alternative. <br />• ITS infrastructure is already in place along <br />the 1-90 corridor and is continually being <br />upgraded. <br />• WSDOT has diversified their public outreach <br />methods such as text messaging, website <br />notices, commercial vehicle systems, and <br />cell phone applications, which effectively <br />provide early notifications to drivers. <br />• The implementation of ITS is an existing <br />WSDOT policy for any new project, <br />especially concerning interstate <br />improvements. It's understood that <br />with any proposed alternatives on 1-90, <br />additional and upgraded ITS components <br />would already be included in the project <br />scope of work. <br />Commercial Truck Parking <br />Facilities <br />Based on input from stakeholders and local <br />business leaders, parking facilities either in <br />or outside the existing 1-90 right of way were <br />suggested. These independent facilities could <br />be implemented independently from this <br />project and funded privately or with public <br />funds. <br />This initiative aims to alleviate issues such as <br />trucks parking on the side of the interstate, <br />occupying on and off -ramp shoulders, and <br />parking in adjacent communities while <br />awaiting deliveries to regional ports or for <br />closed roadways to reopen. This proposal <br />emerged consistently during interviews with <br />stakeholders and local communities. However, <br />while such facilities could assist trucks during <br />delivery wait times and closures, they do not <br />fully address the majority of the purposes and <br />needs identified in this study. <br />VOLUME I: FEASIBILITY REPORT 1-90 Corridor Easton to Cle Elum Feasibility Study 1 25 <br />
