2.6 Alternative 4B: <br />North - Bullfrog Road <br />Alternative 4B was formulated to investigate <br />whether enhancements outside the interstate <br />system could meet the identified project <br />requirements. This option concentrates <br />on a route less impactful to undisturbed <br />areas around the outlet of Lake Cie Elum <br />and the riparian area of the Cie Elum River <br />and establishing a more parallel collector - <br />distributor route north of 1-90, commencing <br />at Bullfrog Road just south of Suncadia <br />and Roslyn and connecting to 1-90 at MP <br />70. Spanning approximately 10 miles, this <br />alternative involves both new construction <br />and upgrades to existing roadways. Parts of <br />the route will run alongside existing power <br />line right-of-ways and access roads. The new <br />roadway will feature two 12-foot lanes in <br />each direction with 6-foot shoulders adjacent <br />to each lane. Additionally, certain existing <br />roadways like Bullfrog Road, Jenkins Drive, <br />Heron Drive, and Sparks Road (East and West) <br />will be widened and straightened. Currently, <br />these roads have one lane in each direction, <br />with lanes approximately 12 feet wide. <br />Figure 2-9 shows a conceptual cross-section for <br />Alternative 4B. Figure 2-10 presents the general <br />alignment for the proposed alternative. <br />CHAPTER 2: RANGE OF ALTERNATIVES <br />Considerations <br />• Provides an alternative route for Roslyn <br />and Suncadia. <br />• Could provide a connection or paralleling <br />non -motorized route to the Palouse to <br />Cascades State Park Trail. <br />• Provides a new emergency route for the <br />communities if a major failure occurs on <br />Interstate 90. <br />• Creates a new fire break and access for <br />wildland firefighters. <br />• Grading for a roadway would result in major <br />land transformation to the existing area <br />along the corridor. <br />• This volume of new roadway in a forested <br />area near streams is a very high risk <br />to culturally sensitive areas (fatal flaw <br />element). <br />• This alternative could provide economic <br />growth opportunities if land use zoning <br />changes were modified. <br />• Impacts to ESA listed fish and terrestrial <br />species as well as to aquatic resources. <br />• Potential impacts to historic and cultural <br />sites, as well as parks and recreational <br />facilities. <br />• Could impact wildlife connectivity. <br />Figure 2-9 Alternative 4B — Conceptual Cross -Section <br />VOLUME I: FEASIBILITY REPORT 1-90 Corridor - Easton to Cle Elum Feasibility Study 1 21 <br />
